Section 3 -15.2 — reduce the number of minimum required parking spaces from 2 parking spaces <br />per dwelling unit to 1.75 parking spaces per dwelling unit. Staff and the Planning and Zoning <br />Commission support this request due to the Parking Justification provided by the applicant for <br />the multi- family project. <br />4. Section 3- 13.7(C)(3)(c)(ii) — reduce the landscape strip at head to head parking spaces from 6' <br />to 0' at one location in front of building 9. Staff and the Planning and Zoning Commission <br />support this request subject to enhanced landscaping around the project boundary including <br />providing wheel stops for vehicular protection. <br />Mr. Woodruff also covered information regarding the proposed building elevations; points of entry to and exit <br />from the complex; parking spaces and square footage of the units. He advised that staff was recommending <br />approval of the site plan, as presented, including approval of the four waiver requests and subject to conditions of <br />approval as follows: <br />1. DRC comments from the January 13, 2016 meeting shall be addressed prior to City Commission <br />review. <br />2. Staff comments for the February 2, 2016 site plan submittal shall be addressed prior to City <br />Commission review. <br />3. All utility lines shall be placed underground (Section 3- 10.2(4)). <br />4. All Public Works issues must be addressed prior to issuance of a site construction permit. <br />5. All required local, regional, state and federal permits shall be obtained before commencement of <br />development. <br />6. The applicant shall provide a photometric plan prior to issuance of a Certificate of Occupancy. <br />This shall conform to the ULDR (Unified Land Development Regulations) requirements for the <br />street lighting. <br />7. The property shall pass landscaping, irrigation, and photometric /lighting inspections prior to <br />completion of the project or issuance of a Certificate of Occupancy. <br />8. Payment into the Tree Bank (if found necessary) must be made prior to issuance of a Certificate <br />of Occupancy. <br />9. The site plan approval shall be valid for one year. An extension request may be submitted prior <br />to the expiration of this approval. <br />10. All of the above conditions shall be fully and faithfully executed or the site plan shall become null <br />and void. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval for <br />SPR 16 -01, A Development of Community Impact site plan for Bainbridge Casselberry Apartments. This <br />recommendation is based on the revised site plan dated February 2, 2016, the findings of fact and conclusions of <br />the information provided in the Planning and Zoning Commission staff report dated February 10, 2016 subject to <br />the outstanding conditions of approval provided by the Planning and Zoning Commission, and subject to the ruling <br />of the Administrative Official on the tree mitigation resolution. <br />Discussion: Mr. Woodruff responded to questions from the Commissioners regarding the proposed project, <br />including unit sizes; rental prices; reduction in number and size of parking spaces; comparisons to similar <br />
