OTHER ITEMS <br />A. Board Appointments <br />Lakes Management Advisory Board <br />MOTION: Commissioner Aramendia moved to appoint Bradford J. Gonzalez to the Lakes <br />Management Advisory Board, term effective through January 31, 2017. Motion <br />was seconded by Vice Mayor Hufford. Motion carried unanimously by voice vote <br />5 -0. <br />Police Officers' & Firefighters' Pension Board <br />MOTION: Commissioner Aramendia moved to ratify the appointment by the Police <br />Officers' & Firefighters' Pension Board of Mr. Tony Van Ore as its fifth <br />member, term effective through December 31, 2017. Motion was seconded by <br />Commissioner Solomon. Motion carried unanimously by voice vote 5 -0. <br />B. Bainbridge Casselberry Apartments Site Plan (SPR 16 -01) <br />Staff Presentation: Development Services Manager Randy Woodruff advised that this item was a request for <br />approval of a site plan for Bainbridge Casselberry Apartment (SPR 16 -01), a proposed apartment complex having <br />336 apartment homes, a clubhouse, a dog washing station and pedestrian walkways. He stated that the property <br />was a 21 acre parcel located just east of U.S. Highway 17 -92 and just west of Oxford Road and the project would <br />include one, two and three bedroom units within a total of thirteen buildings on the property. <br />Mr. Woodruff advised that the applicant was request four waivers for this project, and he gave an overview ofthe <br />details of the waiver requests which included the following: <br />1. Section 3- 15(6)(A) —100% of the parking stall sizes to be reduced from 10'x20 to 9'x19'. The <br />Planning & Zoning Commission has the authority to approve up to 40% of the requested waiver. <br />The City Commission has the authority to approve 100% sub - standard parking on the site. <br />2. Section 2 -5.4, Table 2 -5.4 — allow for reduced residential unit sizes as depicted on the <br />coversheet for the plans dated February 2, 2016. The requested waiver is consistent with other <br />multi - family projects nearby. Staff and the Planning and Zoning Commission support this <br />request due to consistency with nearby multifamily projects and enhanced architecture on <br />buildings and fenestration of balconies and windows. The property is located within the Major <br />Thoroughfare Mixed Use Future Land Use District that support a mix of uses providing higher <br />
