CASSELBERRY CITY COMNRSSION <br />Minutes of February 22, 2016 — Regular Meeting <br />Page 10 of 17 <br />She advised that to date, the following recommended neighborhood projects had been accomplished: <br />1. The City currently has a 2016 budget of $50,000 for its Neighborhood Improvement Grant. <br />This Grant program is in its third year with a total three year budget of $150,000. <br />2. The City has partnered with Habitat for Humanity to rehabilitate two homes in the City totaling <br />$180,000 in value. <br />3. At the direction of the Housing Task Force, a Street Art Program was started in 2014. One <br />intersection was completed at the intersection of Palm Drive and Lilac Road at an estimated cost <br />of $2,000. <br />4. The City recently purchased the Casselberry golf course and has started implemented <br />improvements to the course and clubhouse. The total cost to purchase the golf course was <br />$2,200,000. <br />She added that the following recommended projects had not yet been accomplished: <br />1. A linear park along Palm Drive from the intersections of Marigold to Hibiscus Roads has not <br />commenced construction. Aconceptual design and budget was prepared several years ago with <br />an estimated cost of this project at $1,300,000 <br />2. Neighborhood Districts have yet to be implemented. Further research is necessary to delineate <br />each neighborhood district and to determine future projects. <br />Commissioner Solomon left the Commission Chambers at 6:27 p.m. Commissioner Solomon returned to the <br />Commission Chambers at 6:30 p.m. <br />Commissioner Meadows left the Commission Chambers at 6:30 p.m. Commissioner• Meadows returned to the <br />Commission Chambers at 6: 36 p. m. <br />Ms. Hanna stated that the goals of neighborhood enhancement programs were to create a sense of community <br />pride within the City's neighborhoods; enhance the lives of residents who currently reside within the City's <br />neighborhoods; enhance prestige of Casselberry neighborhoods to entice new residents; increase neighborhood <br />and property values throughout Casselberry; connect the Casselberry community with their local government to <br />achieve City goals; and make the City of Casselberry a great place to live, work and play. She advised that after <br />taking all these facts into consideration, staff had prepared the following list of ten proposed strategies which they <br />would like the Commission to consider. She added that some were long term goals, and some were short term <br />strategies. <br />Establish voluntary organizations to manage neighborhood districts. <br />a. Create a strategic plan for each district to include: <br />i. Branding <br />ii. Wayfinding <br />iii. Project beautification suggestions <br />iv. Other enhancements to be identified by each district <br />b. Engage voluntary neighborhood organizations to participate in the Neighborhood <br />Improvement Grant program by providing assistance to each organization in order to <br />further achieve their strategic goals <br />
