Restructure the Neighborhood Improvement Grant to allow for additional neighborhood projects <br />and decrease the number of individual homeowner grant submittals by: <br />a. Creating criteria to limit the Homeowner Improvement Grant to those who truly need it <br />to include those that are elderly, those that are disabled and those that have limited <br />income. <br />b. Increase the number of projects eligible for the Neighborhood Beautification Grant and <br />the Neighborhood Empowerment Grant. <br />c. Increase funding amounts for each neighborhood driven grant <br />Provide pedestrian, bicycle and golf cart connectivity throughout the City and to include <br />amenities such as City parks, Lake Concord Park, natural features, etc. by way of trails through <br />the City golf course and the community. <br />a. Create a map of existing trails, bicycle paths and current golf cart paths through the <br />City. <br />b. Look for gaps in connectivity and evaluate existing infrastructure for improvements. <br />Create a map that illustrates the gaps in connectivity to important amenities throughout <br />the City, evaluate existing path connectivity and determine cost and design for <br />improvements. <br />4. Provide street pavers at prominent intersections and pedestrian crossings throughout the City. <br />a. Create a map of prominent intersections where pedestrian connections are frequent and <br />are necessary for City connectivity. <br />Partner with the Public Works Department to help expand the existing Art House in Lake <br />Concord Park and provide art in the City's new Lake Concord community park. <br />a. Help Public Works Department to create a City of Casselberry Art Festival to invite <br />vendors to sell and patron their art within the City. <br />Help Public Works Department to expand art classes within the Art House and market <br />local artists. <br />Work with Public Works Department to establish an "Arts District" with enhanced <br />architecture and design guidelines. <br />Reestablish " Casselberry" gateway signs at strategic locations along major thoroughfares <br />entering the City. <br />Hide utility equipment in neighborhoods such as transformers, lift stations, etc. by either: <br />a. Wrapping utility equipment with a vinyl wrapping or painting equipment to match the <br />
