CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />Mr. John Casselberry, 700 South Lost Lake Lane, suggested the City may wish to consider <br />using time -lapse photography to document the Lake Concord Park project and expressed some <br />concerns about safety issues involving utilizing alleyways as part of a plan for connectivity. <br />No one else came forward. <br />14. CITY MANAGER'S REPORT <br />A. Stated the Monthly Procurement Approvals Information Report for the Period December 15, <br />2015 — January 31, 2016 was provided to the City Commission in the agenda packet. A copy of <br />the report is attached to and made a part of these minutes. <br />• Mr. Newlon advised that the Monthly Procurement Approvals Information Report for the Period <br />December 15, 2015 — January 31, 2016 was included in each of the Commissioners' packets <br />and was being provided in accordance with the City's purchasing policy. <br />• Reported that the RFP (Request for Proposal) for a consultant to work with staff to develop a <br />Parks Master Plan had been put out to the public and would close March 22, 2015. He added <br />that he anticipated the process to take approximately six months. <br />• Thanked Sara Brady for her efforts on behalf of the City. <br />15. CITY ATTORNEY'S REPORT <br />Gave a brief update on a pending bill which addresses abuse of the public records laws by <br />submitting predatory public records requests. She stated the law currently still provides that in <br />the event of litigation, attorneys' fees are mandatory, but the proposed legislation would allow a <br />judge to deny attorneys' fees if the primary purpose of a request is to harass or trick. She added <br />that it would also require five days' notice before suit is filed. She noted that the Town of <br />Gulfstream had to budget $1,000,000 just to pay for these types of public records lawsuits filed <br />against them. She stated that she wanted to make the Commission aware of this proposed <br />legislation and is hopeful it will go through. <br />16. CITY CLERK'S REPORT <br />No report. <br />
