CASSELBERRY CITY COMMISSION
Minutes of February 22, 2016 — Regular Meeting
Page 13 of 17
CONSENSUS: The City Commission agreed by consensus to approve each of the following
proposed Neighborhood Strategies:
1. Establish voluntary organizations to manage neighborhood districts
Begin with establishing "The Lake District" and seeking to create a voluntary
organization for the district; proceed with wayfinding, beautification and place - making
projects; using "The Lake District" as a model for creation of other districts and
voluntary organizations; reporting on progress to the City Commission within
approximately 60 -90 days.
2. Restructure the Neighborhood Improvement Grant to allow for additional neighborhood
projects and decrease the number of individual homeowner grant submittals.
• Effective with Fiscal Year 2017 eliminate individual grants and increase the number of
projects eligible for the Neighborhood Beautification Grant and the Neighborhood
Empowerment Grant; increase funding amounts for each neighborhood driven grant.
3. Provide pedestrian, bicycle and golf cart connectivity throughout the City and to include
amenities such as City parks, Lake Concord Park, natural features, etc. by way of trails
through the City golf course and the community.
This will be part of the Multimodal Transportation Master Plan to be brought to the
Commission by Public Works for consideration later in 2016. Funding options and
prospective locations will be discussed at that time.
4. Provide street pavers at prominent intersections and pedestrian crossings throughoutthe
City.
• This will be part of the Multimodal Transportation Master Plan to be brought to the
Commission by Public Works for consideration later in 2016. Funding options and
prospective locations will be discussed at that time.
5. Partner with the Public Works Department to help expand the existing Art House in
Lake Concord Park and provide art in the City's new Lake Concord community park.
*This will be incorporated into the Parks Master Plan which will hopefully be brought to
the Commission for consideration sometime in 2016.
6. Reestablish " Casselberry" gateway signs at strategic locations along major thoroughfares
entering the City.
• Identify various entryways into the City of Casselberry along major thoroughfares and
erect monument signs. Some suggested locations were: coming from the south on
State Road 436; update of existing sign at US Highway 17 -92 and Dog Track Road;
