CASSELBERRY CITY CONINIISSION <br />Minutes of August 10, 2015 — Regular Meeting <br />Page 13 of 15 <br />Notice of Public Hearing: The Notice of Public Hearing for Ordinance 15 -1427 was published in the Orlando <br />Sentinel on Monday, July 20, 2015. <br />Staff Presentation: Development Services Manager Randy Woodruff explained that Ordinance 15 -1427 <br />represented two specific changes to the existing Legacy Park PD Master Land Use Plan, the first being relocating <br />the Geneva School to property fronting on Seminola Boulevard, and secondly, re- designation of the previous <br />recreational tract for the proposed school to the residential development discussed previously in Resolution 15- <br />2767. He added that the unit count for the residential development had been reduced to 123, as represented in <br />both the conceptual plan and the resolution, and he was available for any questions the Commission might have. <br />Mr. Mark Meyer, Director and Project Manager with CNL Commercial Real Estate thanked the Commission and <br />staff for working to get the project to this point, and introduced Mr. John Paccione of Oviedo and Mr. Jim Bruce <br />of Sanford, parents of children who attended the Geneva School and were present to show support for proposed <br />Resolution 15 -1427. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption of <br />Ordinance 15 -1427. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 15 -1427. The following <br />individuals came forward: <br />1. Mr. Michael Rosenberg, 244 Morton Lane, Winter Springs, spoke on behalf of himself and his <br />neighbor, Mr. Stan Gerber, 254 Morton Lane, Winter Springs, expressing concerns about the <br />challenges to maintaining the quiet and peaceful character of their development which abuts the <br />property for the Legacy Park development. <br />2. Mr. Bill Murphy, 266 Morton Lane, Winter Springs, voiced concern about the delay in <br />construction of the Geneva School, and also about the proposed residential development. <br />3. Ms. Dori Sutter, 234 Morton Lane, Winter Springs, reiterated her neighbors' concerns, and <br />inquired about when detailed development plans would be available for the public's review. Mr. <br />Newlon advised the property had not yet been purchased, so final plans were not available. He <br />stated that questions could not be answered at this time; however, staff was available to answer <br />questions outside of the meeting. <br />4. Mr. Richard Dixon, 251 and 236 Morton Lane, Winter Springs, also voiced concerns about the <br />need for a buffer between homes in the proposed development and his development in order to <br />maintain the quiet and peaceful nature of the area in which he and his neighbors live. <br />5. Ms. Shannon Campbell, 586 Queens Mirror Circle, commended the Commission on the thought <br />and consideration to the residents' concerns which had been put into the suggested changes to <br />the plans for the proposed Legacy Park development. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 15 -1427. <br />MOTION: Commissioner Hufford moved to approve Ordinance 15 -1427 on first reading, as <br />presented. Motion was seconded by Commissioner Aramendia. <br />
