Planning & Zoning Commission( <br />Local Planning Agency <br />January 13, 2016 <br />Page 4 <br />Mr. Rick Dumont, 1436 Azalea Avenue, Casselberry, Florida came forward. Mr. Dumont questioned the <br />location of his home in relationship to the athletic fields. He said he didn't realize there was going to be five sports <br />fields in the Geneva School development. Mr. Dumont expressed a concern with lighting issues. <br />Mr. Larry Bilskie, 237 Morton Lane, Winter Springs, Florida came forward. Mr. Bilskie expressed concerns <br />with the number of sports fields being surrounded by residential properties and the noise that will be generated from <br />this area. <br />A general discussion ensued regarding what the residents in that area want developed on that property, the <br />variance criteria required to approve a variance, hours the fields would be lit, fencing around the athletic fields, and <br />the 100' landscape buffer. <br />Addendum A was distributed to the Planning and Zoning Commission (a copy is attached and made a part <br />of the minutes). A general discussion ensued regarding the previous use of a dog track on the site including the <br />lighting and noise generated from that use and the lighting requirements in the City Code. <br />Mr. Henson asked for a motion to address BA 16 -01. Mr. Bryan made a motion that the Planning and <br />Zoning Commission grant the sports lighting pole height variance, BA 16 -01, for property located on Seminola <br />Boulevard within the Legacy Park Planned Development, based upon the Planning and Zoning Commission's <br />findings of fact and conclusions, the staff report dated January 13, 2016, the property site plan attached as Exhibit A <br />to the staff report with the three conditions outlined in the staff report and including Exhibits A and B. Mr. Phillips <br />seconded the motion. The motion passed unanimously by voice vote. <br />Sixth Item of Business: CU 16 -01: 131 North Cypress Way, Unit 2 /Kool Air Conditional use for Trades and <br />Skilled Services without outside storage in I (Industrial) zoning district and within the Community <br />Redevelopment District. <br />Ms. Emily Hanna, Planner I, reviewed the information provided in staffs memorandum dated January 13, <br />2016, and a PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />presentation is attached and made a part of the minutes). Ms. Hanna said staff recommends the Planning and <br />Zoning Commission approve CU 16 -01 to allow trades and skilled services without outside storage at 131 North <br />Cypress Way, Unit 2. <br />
