Mr. Daniel Puglisi, 350 Lake Kathryn Circle, Casselberry, <br />Florida came forward. He said he purchased the building several months ago and he needs the conditional use to <br />operate his business from this location. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address CU 16 -01. Mr. Bryan made a motion that the Planning and <br />Zoning Commission approve CU 16 -01, to allow trades and skilled services without outside storage at 131 North <br />Cypress Way, Unit 2 and the approval is based on the findings of fact and conclusions of the staff report dated <br />January 13, 2015, and the three conditions outlined in the staff report including Attachment A. Mr. Van Meter <br />seconded the motion. The motion passed unanimously by voice vote. <br />Seventh Item of Business: LPA 15.09: Medical Marijuana Ordinance. An ordinance creating standards for <br />medical marijuana treatment centers in the City of Casselberry. <br />Ms. Emily Hanna, Planner I, reviewed the information provided in her memorandum dated January 13, <br />2106, and a PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />presentation is attached and made a part of the minutes). She said staff requests that the Planning and Zoning <br />Commission recommend approval of LPA 15 -09 to amend the City of Casselberry Unified Land Development <br />Regulations. Ms. Hanna stated that the Police Chief was available to answer any questions. <br />A general discussion ensued regarding the zoning requirements for medical marijuana treatment centers <br />and adult entertainment establishments, the type of medical marijuana available for sale, hours of operation, the <br />availability for the City to provide an adequate number of facilities, the City Code regulating the size of buildings, and <br />Seminole County regulations. <br />It was stated that additional changes would need to be made after the State has made a final determination <br />on the sale of medical marijuana. The Commission decided to recommend a modification to 6 g to state: The Facility <br />shall have an onsite vault/safe for all cash and inventory. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request.
