Planning & Zoning Commission/ <br />Local Planning Agency <br />January 13, 2016 <br />Page 3 <br />Mr. Richard Dixon, property owner of 251 and 236 Morton Lane, Winter Springs, Florida came forward. Mr. <br />Dixon felt that the variance did not meet criteria number 2 and number 6. He said variance number 2 states that the <br />conditions are not created by the applicant. He said the light poles are requested due to the proposed athletic fields <br />and if the fields were not put in the lights would not be needed. The installation of the fields is the action that has <br />created the variance for the light poles. <br />He said that criteria number 6 states that it is not injurious to public welfare and granting the variance would <br />be in harmony with the general intent and purpose of the land development regulations and such variance would not <br />be injurious to the area involved or otherwise detrimental to the public interest or welfare. He said he is part of the <br />public. He said the only thing he sees from his dock is a small wooden birdhouse. He said the poles will be above <br />the tree line which destroys the naturalness of the area and the calming effect. He said it is in his opinion that two <br />of the conditions required to grant this variance are not met and this request needs to be denied. <br />Ms. Corrine Rosenberg, 244 Morton Lane, Winter Springs, Florida came forward. Ms. Rosenberg said she <br />is a property owner in the ranchlands. She said the ranchland property owners feel they live in a rural area which is <br />peaceful and quiet. Ms. Rosenberg said she is concerned with the lights on the property, noise issues and the <br />amount of activity on the property. She also said she was not aware that there would be five athletic fields and a <br />future stadium with 1,200 seats for the football field. Ms. Rosenberg said she is opposed to the athletic fields and <br />that the variance should not be granted as it does not meet all the criteria necessary to grant a variance. <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry said <br />that he drove up to a sports complex in Jacksonville to see the lights. He recommended talking to a lighting expert to <br />use the best shields due to the moisture in the air. He also suggested that the lights should not be overlapped too <br />much. <br />Mr. Leonard Johnston, 305 Capron Ash Loop, Casselberry, Florida came forward. Mr. Johnston questioned <br />the layout of the school and the development along Seminola Boulevard. <br />
