Planning & Zoning Commission/ <br />Local Planning Agency <br />January 13, 2016 <br />Page 2 <br />Fourth Item of Business: Disclosure of Ex Parte Communications. <br />No disclosure of Ex Parte Communications was made by the Commissioners. <br />Fifth Item of Business: BA 16 -01: The Geneva School at Legacy Park. Variance request for sports lighting <br />pole heights for active private recreation fields within the Seminola Boulevard Overlay District. <br />Ms. Emily Hanna, Planner I, reviewed the information provided in her memorandum dated January 13, <br />2016, and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />presentation is attached and made a part of the minutes). Ms. Hanna said the variance application meets all six (6) <br />criteria for granting the variance and staff requests the Planning and Zoning Commission provide a favorable <br />recommendation for BA 16 -01. <br />Mr. Henson asked the applicant to come forward. Mr. Mark Meyer, CNL, 420 South Orange Avenue, <br />Orlando, Florida and Mr. Bob DeCouto, Musco Lighting, came forward. A general discussion ensued regarding the <br />height of the light poles and the elimination of light trespass to the surrounding properties. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. Ms. Dori Sutter, 234 Morton Lane, Winter Springs, Florida came forward. Ms. Sutter said she lives in <br />the ranchlands which is adjacent to this property on the east side. She said there is a tree line at the end of the lake <br />behind her house which borders this property and the trees range from 30' — 50' tall. She explained that Mr. Myers <br />had previously told her that the natural buffer would remain. Ms. Sutter said the buffer is critical in buffering both the <br />lighting and the noise from the fields adjacent to the lake. She said the noise will carry across the lake. Ms. Sutter <br />said that she is unable to get confirmation that the trees are going to remain in their current state. <br />Ms. Sutter said the proposed landscaping will take decades to get as tall as the existing trees. Ms. Sutter <br />said she understands the height of the light poles and reducing the glare to the adjoining properties. She was <br />concerned with the following: the light poles are above the tree line, the type of lighting being used, the type of bulbs <br />and possible glare issues. <br />Mr. Talon Duncan, 228 Morton Lane, Winter Springs, Florida came forward. Mr. Duncan said he is <br />concerned with the amount of buffering between the sports fields and their backyards. Mr. Duncan questioned the <br />type of trees that will be used in the buffering and the installation of a fence for buffering. <br />
