CASSELBERRY CITY COMMISSION <br />Minutes of January 12, 2015— Regular Meeting <br />Page 15 of 19 <br />Staff Presentation: City Manager Randy Newlon briefly explained that Ordinance 14 -1416 was also related <br />to the fire consolidation issue. He stated that the ordinance would amend the City's Code to allow for the <br />assignment of the County MSTU (Municipal Services Taxing Unit) tax to the taxable values within the City. <br />He further explained that this was something the County needed to do in order to fund the fire service as they <br />do the other areas. He stated that the City was committed through the interlocal agreement to reduce its <br />millage rate in equal measure so it would lead to no net tax increase to the residents; however, it was important <br />that this amendment be placed into the Code so that the City could move forward financially and implement <br />the consolidation. He noted that also within Ordinance 14 -1416 amendments would be made to Chapter 42 of <br />the Code to strike most references to the fire department and that it would also be effective as of October 1, <br />2015. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager recommended the adoption of Ordinance 14 -1416. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 14 -1416. The following <br />individual came forward: <br />Mr. John Casselberly, 700 South Lost Lake Lane, expressed his opinion that a consolidation <br />of fire services was not necessary at this time, and voiced concerns about the ability of the <br />City to withdraw from the agreement at a later time. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 14 -1416. <br />MOTION: Commissioner Hufford moved to adopt Ordinance 14 -1416 on second and final <br />reading, as presented. Motion was seconded by Commissioner Aramendia. <br />Motion carried unanimously by voice vote 5 -0. <br />A. Amended Neighborhood Improvement Grant Program for FY 14 -15 <br />Staff Presentation: Planner Marie Regan gave a brief overview of the Amended Neighborhood Improvement <br />Grant Program, advising that modifications had been made after discussions and suggestions made at a <br />previous Commission meeting. She advised that the modifications to the program sought to refine the program <br />by offering a wider range of eligible projects to the community, making the application process easier for staff <br />to review and offering a higher amount of funding availability for the Neighborhood Empowerment Mini - <br />grant. She briefly outlined the changes to the existing components of the program and the addition of new <br />components, including tree planting and paint only. She noted that paint provider Sherwin- Williams had <br />agreed to provide a 20 -30% discount to homeowners who qualified for the grant and had offered to give <br />instruction on how to prepare a home for painting and to prepare a brochure of available colors to be used for <br />the City's program. In response to questions, Ms. Regan also confirmed that the grant information and <br />application would be incorporated into the City's website as an additional convenience to residents wishing to <br />apply. <br />
