CASSELBERRY CITY COMMISSION Minutes of January 12, 2015 — Regular Meeting Page 14 of 19 Staff Presentation: City Manager Randy Newlon briefly explained that on December 8, 2014 the City Commission had approved an Interlocal Agreement with Seminole County which would allow for consolidation of the City's fire and rescue services with Seminole County, effective October 1, 2015. He added that on the same date, the Commission had approved first reading of Ordinance 14 -1415 which serves to amend the City Charter by removing reference to the Fire Department, and if adopted, Ordinance 14 -1415 would be also effective October 1, 2015. He reminded the Commission that to meet statutory requirements for amending the Charter, Ordinance 14 -1415 must be passed with a unanimous vote. He noted that this was an additional requirement necessary in order to move forward with the consolidation process. Budget Impact: There is no impact to the City Budget, Recommendation: The City Manager recommended the adoption of Ordinance 144415. Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 14 -1415. The following individual came forward: 1. Mr. John Casselberry, 700 South Lost Lake Lane, expressed his opinion that a consolidation of fire services was not necessary at this time, and voiced concerns about the ability of the City to withdraw from the agreement at a later time. No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 14 -1415. MOTION: Commissioner Meadows moved to adopt Ordinance 14 -1415 on second and final reading, as presented. Motion was seconded by Commissioner Aramendia. Motion carried unanimously by voice vote 5 -0. C. Second Reading of Ordinance 14 -1416 — Authoriziniz the Inclusion of the City of Casselberry in the County Municipal Services Taxing Unit and Repeal Parts of the City Code The City Clerk read Ordinance 144416 by title as follows: "AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE INCLUSION OF THE CITY OF CASSELBERRY IN SEMINOLE COUNTY'S FIRE AND EMERGENCY SERVICES MUNICIPAL SERVICES TAXING UNIT, THEREBY AUTHORIZING SEMINOLE COUNTY TO RENDER PROFESSIONAL FIRE AND EMERGENCY MEDICAL SERVICES TO THE CITY; INCORPORATING SAME INTO THE CITY CODE FOR CONSISTENCY; PROVIDING FOR CONFORMING AMENDMENTS TO THE CITY CODE; PROVIDING FOR THE REPEAL OF PRIOR INCONSISTENT ORDINANCES AND RESOLUTIONS; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE."
