CASSELBERRY CITY COMMISSION <br />Minutes of January 12, 2015 —Regular Meeting <br />Page 13 of 19 <br />development and expansion of the City -owned properties located around the City Hall complex and Lake <br />Concord Park, and which had been needed to support the delivery of a preliminary site plan for the site. Ms. <br />Regan advised that the Planning and Zoning Commission had recommended approval of the Amendments to <br />the ULDR (LPA 14 -08) and the Official Zoning Map (ZB 14 -02) at its regularly scheduled meeting on <br />December 10, 2014. She further advised that the Planning and Zoning Commission had expressed some <br />concerns regarding the proposed parking space design and requested staff to review the design. She noted that <br />upon further review of the parking design, and due to the difficulty of regulating access to various -sized <br />parking spaces, staff was recommending maintaining the original design plan. Ms. Regan advised that the <br />proposed standards, if adopted, would apply to all properties located within the area designated as the Lake <br />Concord Overlay District on the City's Official Zoning Map. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Ordinance 14 -1414 on first reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 14 -1414. The following <br />individual came forward: <br />1. Mr. John Casselberry, 700 South Lost Lake Lane, expressed some concerns about possible <br />use restrictions to development within the Lake Concord Overlay District, stating he felt the <br />City should keep options for development open in the event the proposed development does <br />not work out as planned. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 14 -1414. <br />MOTION: Commissioner Aramendia moved to approve Ordinance 14 -1414 on first <br />reading, as presented. Motion was seconded by Vice Mayor Solomon. Motion <br />carried unanimously by voice vote 5 -0. <br />B. Second Reading of Ordinance 14 -1415 — Amending the he City Charter to Allow for the <br />Transfer of the Fire Protection Services to Seminole County <br />The City Clerk read Ordinance 14 -1415 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING SECTION 6.03, <br />PUBLIC SAFETY, OF THE CITY CHARTER TO ALLOW FOR THE TRANSFER OF THE FIRE <br />PROTECTION SERVICES TO SEMINOLE COUNTY; AMENDING THE CHARTER BY <br />ORDINANCE BY UNANIMOUS VOTE, AS PROVIDED FOR IN SECTION 166.031(5), FLORIDA <br />STATUTES; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing for second reading of Ordinance 14 -1415 was <br />published in the Orlando Sentinel on Thursday, January 1, 2015. <br />
