CASSELBERRY CITY COMMISSION <br />Minutes of January 26, 2015 — Regular Meeting <br />Page 17 of 20 <br />engaging the community in volunteerism. hi response to an inquiry from Mayor Glancy, Mr. Robert Phillips, <br />an applicant who was present at the meeting, advised that his first choice would be to serve on the Planning <br />and Zoning Commission; however, he would be happy to serve in whatever capacity was needed. In response <br />to additional questions from the Commission, Ms. Gardner advised that she did not have exact attendance <br />records for each of the boards, but she believed that board member attendance at the meetings had been good. <br />She added that having an alternate had worked especially well for the boards, allowing for a quorum in the <br />event of a member's absence. <br />MOTION: Commissioner Hufford moved to reappoint David Henson for a first full term <br />and Nathan Van Meter for a second full term to the Planning and Zoning <br />Commission, effective to January 31, 2017. Motion was seconded by <br />Commissioner Solomon. Motion carried 4 -1 by voice vote, Mayor Glancy <br />dissenting. <br />MOTION: Commissioner Aramendia moved to appoint Victor Lutz as a regular member <br />to the Planning and Zoning Commission for a first full term effective to <br />January 31, 2017. Motion was seconded by Vice Mayor Solomon. Motion <br />carried unanimously by voice vote 5 -0. <br />MOTION: Commissioner Hufford moved to appoint Robert Phillips as the alternate <br />member to the Planning and Zoning Commission for the remainder of the <br />unexpired term caused by the appointment of Victor Lutz as a regular member, <br />effective to January 31, 2016. Motion was seconded by Commissioner <br />Meadows. Motion carried 4 -1 by voice vote, Vice Mayor Solomon dissenting. <br />Parks & Recreation Advisory Board <br />MOTION: Vice Mayor Solomon moved to reappoint Ana Loghin for a second full term <br />and Theodore Weeks for a first full term to the Parks & Recreation Advisory <br />Board, both effective to January 31, 2017. Motion was seconded by <br />Commissioner Aramendia. Motion carried unanimously by voice vote 5 -0. <br />Discussion: A brief discussion ensued regarding the re- activation of the Lakes Management Advisory Board <br />and attendance records for the board members for all the boards. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />Mr. James FTaleigh, 23 Teresa Court, expressed concerns about various issues, including the <br />lack of sufficient lighting along U.S. Highway 17 -92; his perception that the flyovers are of <br />no benefit to the community and are a waste of taxpayers' money; his opinion that the City's <br />
