CASSELBERRY CFTY COMMISSION <br />Minutes of January 26, 2015 — Regular Meeting <br />Page 11 of 20 <br />1. Mr. James Fraleigh, 23 Teresa Court, spoke in opposition to Ordinance 15 -1417, citing the <br />possibility for damage to other plant life, animal life and the water supply system. <br />2. Mr. John Casselberly, 700 South Lost Lake Lane, expressed concerns about the application <br />methods for the product to be used for control of the Hydrilla. <br />No one else came forward. <br />MOTION: Commissioner Hufford moved to approve Ordinance 15 -1417 on first reading, <br />as presented. Motion was seconded by Commissioner Aramendia. Motion <br />carried unanimously by voice vote 5 -0. <br />A. Second Reading of Ordinance 14 -1413 — Amendment to Comprehensive Plan Text <br />and the Future Land Use Map to Create the Lake Concord Overlay District (LPA 14- <br />The City Clerk read Ordinance 14 -1413 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY OF <br />CASSELBERRY'S COMPREHENSIVE PLAN, BY ADDING TEXT TO POLICY FLU 1.17 <br />"RESERVED" TO ESTABLISH "LAKE CONCORD OVERLAY DISTRICT "; AMENDING THE <br />FUTURE LAND USE MAP TO ADD THE FUTURE LAND USE DESIGNATION OF "LAKE <br />CONCORD OVERLAY DISTRICT" TO INCLUDE THE PARCELS DESCRIBED IN SECTION I OF <br />THIS ORDINANCE IN ACCORDANCE WITH MANDATES SET FORTH IN CHAPTER 163, <br />FLORIDA STATUTES; PROVIDING FOR TRANSMITTAL OF THE PLAN AME NDMENTS TO <br />THE DEPARTMENT OF ECONOMIC OPPORTUNITY; AND PROVIDING FOR CONFLICTS, <br />SEVERABMITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing for second and final reading of Ordinance 14 -1413 <br />was published in the Orlando Sentinel on Thursday, January 15, 2015, <br />Staff Presentation: Planner Marie Regan gave a presentation outlining the process for creating the Lake <br />Concord Overlay District, noting that it would require a text amendment to both the Comprehensive Plan and <br />the Future Land Use Map. She advised that Ordinance 14 -1413 was approved by the Commission on first <br />reading on November 18, 2014, and the ordinance and required documentation was sent to the State Land <br />Planning Agency (Department of Economic Opportunity) along with other reviewing agencies on November <br />20, 2014 for comment. She advised that a letter had been received from the Department of Economic <br />Opportunity with no comment related to important state resources and facilities, and that similar determinations <br />had been received from the other reviewing agencies. She added that staff recommended adoption of <br />Ordinance 14 -1413 on second and final reading. <br />Budget Impact: There is no impact to the City Budget. <br />
