Motion was seconded by Commissioner <br />Meadows. Motion carried unanimously by voice vote 5 -0. <br />133 0 IN W.111 <br />A. Ordinance 15 -1425 — Amendment to Unified Land Development Regulations, <br />Section 2- 7.26(4)(a) Seminola Boulevard Overlay District (SB -2) Desim Guidelines <br />The City Clerk read Resolution 15 -1425 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA; AMENDING THE CITY OF <br />CASSELBERRY CODE OF ORDINANCES, PART III, SECTION 2 -7.26, " SEMINOLA <br />BOULEVARD OVERLAY DISTRICT (SB -2) DESIGN GUIDELINES," DELETING "ASSISTED <br />LIVING FACILITY" AND "INDEPENDENT LIVING FACILITY" DEFINITIONS; AMENDING <br />SUBPARAGRAPH 2- 7.26.C.4.a, ELIMINATING EXHIBIT B, "LAND USE CONCEPT PLAN," AND <br />REFERRING TO SUBPARAGRAPH 2- 7.26.C.3.a, "PERMITTED, CONDITIONAL AND <br />PROHIBITED USES," FOR LAND USES ALLOWED WITHIN THE SB -2 OVERLAY DISTRICT; <br />AMENDING SUBPARAGRAPH 2- 7.26.C.4.b, "DENSITY AND INTENSITY," TO INCREASE THE <br />DENSITY ALLOWED FOR ASSISTED LIVING FACILITIES; PROVIDING MINIMUMS AND <br />MAXIMUMS FOR SETBACKS AS WELL AS A LANDSCAPE BUFFER TO PROPERTIES <br />OUTSIDE THE SB -2 OVERLAY DISTRICT AND ALONG SEMINOLA BOULEVARD AND <br />SECONDARY STREETS; REDUCING THE MINIMUM LIVING AREA REQUIRED; REQUIRING <br />COMMON AREA, A PORTE COCHERE, AND GARAGE STRUCTURES TO BE HARMONIOUS <br />WITH THE PRIMARY STRUCTURE; CLARIFYING PARKING LOCATIONS; PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Commissioner,4ramendia left the Commission Chambers at S: 07p. m. Commissioner- Ai- amendia returned to <br />the Commission Chambers at 5:09 p.m. <br />Staff Presentation: Planner Marie Regan gave a brief presentation highlighting the proposed changes to the <br />City's Code of Ordinances as set out in Ordinance 15 -1425. She advised that proper notice had been provided <br />to the surrounding property owners as required by Florida Statutes and had also been published in the Orlando <br />Sentinel. She stated that staff s findings had shown that the proposed amendments were in line with <br />requirements of the City's Comprehensive Plan and Unified Land Development Regulations; the modification <br />would allow for a wider range of opportunities for future development; and that the amendments of the assisted <br />living sections would create consistency within the Unified Land Development Regulations. She advised that <br />the Planning and Zoning Commission had voted to recommend approval of the ordinance to the City <br />Commission at its meeting on March 25, 2015, and that staff was also recommending approval on first reading. <br />
