CASSELBERRY CITY COMMISSION <br />Minutes of April 27, 2015— Regular Meeting <br />Page 14 of 19 <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />APPROVING AND AUTHORIZING THE EXECUTION OF A PIGGYBACK AGREEMENT WITH <br />LAYNE INLINER FOR GRAVITY SEWER LINING FOR EASTBROOK, BETTY STREET AND <br />SAUSALITO AREAS; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE <br />DATE." <br />Staff Presentation: Water Resources Manager Alan Ambler explained that through closed circuit television <br />inspection of the City's gravity sewer lines it had been determined that rehabilitation was needed in order to <br />secure the gravity sewer system and prevent future costly repair or replacement of the lines. He added that the <br />lowest cost option was to place a cured -in -place pipeliner within the pipe itself which would extend the life of <br />the line for by fifty years. He then gave a brief overview of the process and cost of the project, noting that <br />through the piggyback contract with Layne Inliner through its contract with the City of Longboat Key, the City <br />had obtained the best price available for work on the project. He added that this was an ongoing rehabilitation <br />project for the City, but the Eastbrook, Betty Street and Sausalito areas had been identified as having the most <br />immediate need for rehabilitation. <br />Discussion: A brief discussion ensued regarding the cost per linear foot; type of pipe used for the gravity <br />sewer system; the problems that can occur from a failure of the system; and the cost of other repair and /or <br />replacement options. <br />Budget Impact: Approval of Budget Amendment #15-040 will increase the Public Works Distribution & <br />Collection Infrastructure account #401 - 0751 - 536.63 -40 and decrease the New Sewer Lines account #401- <br />0751- 536.63 -12 in the amount of $750,000. <br />BA #15 -040 <br />Explanation of Request: This Budget Amendment re- appropriates funding to cover costs associated with a <br />Piggyback agreement with Layne Inliner for gravity sewer improvements related to Eastbrook Sausalito, and <br />Betty Street. Costs for these improvements total $922,343. The Public Works Department initially budgeted <br />$750,000 in FY 2015 for the Eastbrook Gravity Sewer Improvements Project and $339,800 budgeted for the <br />replacement of various sewer force mains. For simplicity, it is recommended that funds are re- appropriated <br />into one project.
