CASSELBERRY CITY COMIIIISSION <br />Minutes of May 11, 2015 —Regular Meeting <br />Page 11 of 14 <br />Ms. Regan explained that the City had received a total of 23 applications, 20 of which had met the eligibility <br />requirements, and that within those applications there were 37 different types of projects, including paint; roof <br />repair/replacement; garage door, fi•ont door, window and siding replacements; and tree planting. She advised <br />that the total award amount was $46,693.46, with a total private investment from the applicants of <br />approximately $52,000, which could be in either cash or in-kind services. She stated that if the Commission <br />approved the award of the grants, the applicants would then be notified and would sign an agreement with the <br />City; they would have up to one year to complete the work, with monthly progress reports being required; and <br />once the work had been completed and proof given to the City of completion, the applicants would be <br />reimbursed the matching amount from the City. She called the Commission's attention to a diagram showing <br />the locations of the properties being improved, noting that they were spread fairly well throughout the City, and <br />that permits had also been pulled in several occasions for additional work outside of that being done under the <br />grants. She added that she felt the grants had acted as an incentive for additional improvements which was a <br />good thing. Vice Mayor Solomon commented that she was happy to see the distribution of the improvements <br />throughout the City and thanked Ms. Regan and staff for administering the program. <br />Budget Impact: Total cost of the approved applications is $49,663.46. Funds are available in the Planning <br />Division account #001-210-515.82-00. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />the Neighborhood Grant Improvement applications for FY 14-15. <br />Audience Participation: No one came forward to address this item. <br />MOTION: Vice Mayor Solomon moved to approve the grant awards for the City of <br />Casselberry Neighborhood Improvement Grant Program for Fiscal Year 2014- <br />2015 in the total amount of $49,663.46 to the 20 eligible applicants <br />recommended by the Review Committee. Motion was seconded by <br />Commissioner Hufford. Motion carried unanimously by voice vote 5-0. <br />Mayor Glancypassed the gavel to Vice Mayor Solomon and left the City Commission Chambers at 5:22 p.m. <br />Mayor Glancy returned to the City Commission Chambers at 5:24 p.m. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />Mr. James Fraleigh, 23 Teresa Court, voiced concerns about the maintenance of the City's <br />water towers and water system; what he perceived to be a waste of taxpayers' money by <br />purchasing the property across from City Hall; and the adverse effects he felt the construction <br />of the flyovers had on the local businesses. <br />
