CASSELBERRY CITY COMMISSION <br />Minutes of May 11, 2015 — Regular Meeting <br />Page 10 of 14 <br />Notice of Public Hearing: The Notice of Public Hearing for Resolution 15-2730 was published in the <br />Orlando Sentinel on Thursday, April 30, 2015. <br />Staff Presentation: Construction & Permitting Manager Marty Pawlikowski briefly explained that the <br />property being proposed for vacation was an undeveloped right-of-way which was contiguous to three vacant <br />lots owned by Ecopower, LLC, a small local developer. He stated that the developer had submitted a petition <br />to vacate the right-of-way in conjunction with replatting of the three lots so they would conform to the City's <br />zoning regulations in anticipation of construction of three single-family residences. He stated they would be <br />able to meet the regulations without the vacation; however, vacating the right-of-way would eliminate an area <br />of maintenance for the City, as the vacated area would then become part of the parcels being developed and <br />would be the property owners' responsibility in the future. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Public Works Director recommended approval of Resolution <br />15-2730. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Resolution 15-2730. The following <br />individual came forward: <br />Mr. John Casselberry, 700 South Lost Lake Lane, expressed concerns about emergency boat <br />access to Lake Griffin if the right -of way were to be vacated, and felt the Fire Department <br />should be consulted to see how much of the right -of- way would be needed for emergency <br />access. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Resolution 15-2730. <br />MOTION: Commissioner Hufford moved to approve Resolution 15-2730, as presented. <br />Motion was seconded by Commissioner Aramendia. Motion carried <br />unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A. Neighborhood Improvement Grant Awards for FY 14-15 <br />Staff Presentation: Planner Marie Regan gave a brief overview of the steps leading up to establishment of the <br />Casselberty Neighborhood Improvement Grant Program, explaining that the funding program was available to <br />individual homeowners, housing associations and non -organized community groups, and it encouraged <br />homeowner improvement and neighborhood maintenance. She explained that the City had approved $50,000 <br />for the program for FY 14-15 and the window for grant applications was open fiom February 2 through Manch <br />12, 2015. She added that there were three types of grants available: the Homeowner Improvement Grant <br />(HIG) which included exterior retrofits with a maximum match of $5,000, tree planting with a maximum <br />match of $200, and paint only, with a match of $200; the Neighborhood Beautification Grant (NBG) with a <br />match of $1,500; and the Neighborhood Empowerment Mini -grant (NEM) with a match of $500. <br />
