CASSELBERRY CITY CONINIISSION <br />Minutes of July 13, 2015 — Regular Meeting <br />Page 9 of 13 <br />2. Ms. Teresa Merriam, 6657 Franconia Drive, Belle Isle, spoke in opposition to the moratorium, <br />stating that her daughter Taylor suffered from intractable epilepsy and the treatment available <br />through these facilities could possibly help in controlling her seizures when pharmaceutical <br />medications had not been successful. <br />3. Ms. Liana Simon 1524 Southwind Ct., Casselberly, spoke in opposition to the moratorium citing <br />the benefits such facilities could have on his son, who was ayoung adult suffering from epilepsy <br />and who does not respond well to medications. <br />4. Ms. Laura Mills, 2407 West Pine St, read a letter from Charles F. Carmen, Executive Directorof <br />the Epilepsy Association of Central Florida, speaking in opposition to a moratorium and urging <br />the Commission not to take away potential life - saving treatment from children for whom <br />medications do not work for their seizures. <br />Discussion: Discussion ensued regarding the licensing of the five nurseries for the cannabis; the zoning <br />classification for dispensing facilities; and the possibility of lifting or extending the moratorium if passed. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 15 -1426. <br />MOTION: Vice Mayor Solomon moved to adopt Ordinance 15 -1426 on second and final <br />reading, as presented. Motion was seconded by Commissioner Hufford. <br />Discussion: Discussion ensued regarding the reasons for the moratorium; the Commission's understanding of <br />the desire for these facilities for treatment of debilitating seizures and pain; regulations relating to the nurseries and <br />dispensing facilities; possibility of extension or shortening the timeframe of the moratorium; and timing of the <br />process for enacting an ordinance setting out regulations for the dispensing facilities in the city limits. <br />Motion carried by voice vote 3 -2, Commissioner Meadows and Mayor Glancy <br />dissenting. <br />B. First Reading of Ordinance 15 -1427 — Legacy Park Planned Development Master Land <br />Use Plan Amendment (Continued) <br />The City Clerk read Ordinance 15 -1427 by title as follows: <br />"AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />AMENDING THE LEGACY PARK PD MASTER PLAN (66.83 +/- ACRES AS DESCRIBED IN THIS <br />ORDINANCE), GENERALLY LOCATED ONSEMINOLA BOULEVARD IN CASSELBERRY, FLORIDA, <br />FOR THE PURPOSE OF CHANGING THE CURRENT APPROVED LAND USES WITHIN THE MASTER <br />PLAN BY RELOCATING THE GENEVA SCHOOL AND REPLACING THE COMMERCIAL CENTERS <br />AND APARTMENTS WITH RESIDENTIAL HOMES; PROVIDING IDENTIFICATION OF PROPERTY <br />WITHIN THE CITY OF CASSELBERRY AUTHORIZED FOR INCLUSION IN SAID AMENDMENT; <br />PROVIDING FOR PERIOD OF EFFECTIVENESS; PROVIDING FOR CONFLICTS, SEVERABILITY, <br />AND EFFECTIVE DATE" <br />
