CASSELBERRY CITY CONINIISSION <br />Minutes of July 13, 2015 — Regular Meeting <br />Page I1 of 13 <br />Cocoa - $ 175 /hour; Cocoa Beach - $224 /hour; and Ocoee - $225 /hour); paralegal duties and rates; term of the <br />rate agreement; and how the rate could possibly be affected by future inflation. <br />Budget Impact: Funds will be budgeted accordingly in City Attorney services account 4001- 0140 - 514.31 -01 for <br />FY 2016 and future years. <br />Recommendation: The City Manager recommended approval of the rate adjustments for City Attorney services <br />as proposed. <br />Audience Participation: <br />The following individual came forward to address the request for a City Attorney Rate Adjustment: <br />Mr. John Casselberry, 700 South Lost Lake Lane expressed some concerns regarding charging <br />for paralegal services, and was not in favor of automatic annual increases. <br />No one else came forward. <br />Discussion: Additional discussion ensued regarding notification to the Commissioners of any rate increases; <br />evaluation cycles; and initiation date of any increases initiated by the Consumer Price Index. <br />MOTION: Commissioner Meadows moved to approve a rate adjustment for legal services <br />provided by the City Attorney, Catherine Reischmann of the law firm Brown, <br />Garganese, Weiss & D'Agresta, P.A., from $150 /hour to $175 /hour for attorneys <br />and $85 /hour for paralegals effective October 1, 2015, with an automatic increase <br />annually based on the CPI (Consumer Price Index) for the Southeast Regionand <br />rounded up or down to the nearest $5, with the next potential rate increase to be <br />October 1, 2016, and requiring that the Commission be notified if and when any <br />rate increase should come into effect. Motion was seconded by Commissioner <br />Hufford. Motion carried unanimously by voice vote 5 -0. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />1. Mr. John Casselberry, 700 South Lost Lake Lane, expressed some concerns about the Police <br />Officers' and Firefighters' Pension Plan, stating he felt the City should review changes to the <br />plan name and various union names which had occurred over the years. <br />2. Mr. Scott Devine 612 Legacy Park Drive, voiced concerns about the amendments to the Legacy <br />Park Planned Development Master Land Use Plan, noting that the current residents of Legacy <br />Park continued to be interested in updates about planned development in the area. <br />
