CASSGLBCRRY CITY COMMISSION <br />Minutes of August 24, 2015 — Regular Meeting <br />Page 15 of 20 <br />B. Charter Review Committee Appointments <br />Staff Presentation: City Clerk Donna Gardner stated that the City Coin inission had approved Resolution 15- <br />2752 at its July 13, 2015 regular meeting establishing a City Charter Review Committee in accordance with <br />Section 11.08 of the City Charter. She further explained that the Committee would consist of five members <br />who would review the City's existing Charter and provide written recommendations to the Commission for <br />amendments, excluding those parts not authorized to be amended by law. She added that the written <br />recommendations would be presented to the Commission for consideration no later than January 25, 2016. <br />Ms. Gardner advised that after approval of Resolution 15-2752, notice had been advertised on the City's <br />website, via an email blast, on the City's social media pages, the City Hall bulletin board, and by publication <br />in the Orlando Sentinel two times. She further advised that the Commission had eight applications for <br />consideration which had been submitted by residents of the City who met the residency requirements for <br />serving. She noted that the term for this committee would sunset when the report was accepted by the <br />Commission in January of 2016. <br />Mayor Glancy invited any applicants present at the meeting to address the Commission if they so desired. <br />The following individual came forward: <br />I . Shannon Campbell, 586 Queens Mirror Circle, came forward and expressed her interest in <br />serving on Charter Review Committee. <br />No other applicants came forward. <br />Discussion: Discussion ensued regarding the various applicants relating to: work experience; community <br />service and/or experience on other boards; length of residency in the City; and whether or not members could <br />serve simultaneously on other boards. It was agreed that there were benefits both to selecting applicants with <br />previous board experience and to selecting those without experience who were looking to serve and who <br />could bring a fresh outlook to the process. <br />MOTION: Commissioner Aramendia moved to appoint Shannon Campbell, Nicolette <br />D'Amato, Bradford Gonzalez, Nancy Valentine and Ana Van Meter to the <br />Charter Review Committee for a term expiring upon presentation and <br />acceptance of the final committee report and recommendations to the City <br />Commission. Motion was seconded by Commissioner Hufford. Motion carried <br />unanimously by voice vote 5-0. <br />Ms. Gardner thanked the Commission for the appointments and advised that she and the City Attorney would <br />determine a schedule for the meetings, which she anticipated would be a minimal number, possibly three to <br />five. She added that her goal was to have the meetings completed prior to the holidays, with presentation of <br />the report and recommendations to the Commission in January 2016. <br />Budget Impact: This item has no impact to the City budget. <br />Recommendation: The City Manager and the City Clerk recommended the City Commission consider the <br />submitted applications and appoint five (5) City residents to the Charter Review Committee. <br />
