CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />1. Mr. John Casselberry, 700 South Lost Lake Lane, expressed concerns about an earlier item on <br />the agenda regarding abandonment of portions of Triplet Lake Drive. Mayor Glancy <br />reminded Mr. Casselberry that the Citizens' Comments portion of the meeting was for <br />comments and concerns about issues which were not a part of the formal agenda. <br />No one else came forward. <br />Advised he had recently attended a meeting hosted by Altamonte Springs City Manager Frank <br />Martz on behalf of U.S. Representative John Mica at which Representative Mica discussed <br />his viewpoint that the Lynx Board should consider privatizing the operation of the Lynx bus <br />system. He added that Commission Hufford had also been in attendance and asked for her <br />input about her observations at the meeting. <br />Commissioner Hufford reported that Representative Mica had taken the lead in the discussion <br />and that Florida Representative Jason Brodeur had participated in the meeting via conference <br />call. She stated that Representative Mica had been leading the efforts to persuade Lynx to <br />consider privatization of the operation due to inconsistencies he had observed in the service <br />provided, noting he felt the private market could handle the operation more efficiently. She <br />added that now that SunRail was operational, the focus was on the "ribs" which were the <br />buses. She advised that funding for the proposed flex bus system had not been accomplished <br />and Representative Mica was requesting that all of the cities which would be affected sign a <br />joint letter to the Lynx Board urging them to look at privatization of the bus system, and <br />stating that the cities were in support of privatization and would recommend it. <br />Discussion: A brief discussion ensued in which Mr. Newlon advised that the most recent draft ofthe proposed <br />letter which he had in his possession presented a position which was soft enough that he felt the Commission <br />could support it without concern that it would be inflammatory. He stated that the letter did not directly call for <br />privatization of Lynx, but asked the Lynx Board to full vet the prospect and to come to its own conclusion as to <br />whether or not to privatize. He asked for a consensus from the Commission to support the letter and to <br />authorize the Mayor to sign the letter on behalf of the City. <br />CONSENSUS: The City Commission agreed by consensus to approve the City's joinder in the <br />proposed letter to the Lynx Board requesting consideration of possible <br />privatization of the bus system, and authorized the Mayor to sign the letter on <br />behalf of the City. <br />
