CASSPLBPRRY CITY COMMISSION <br />Minutes of August 24, 2015 — Regular Meeting <br />Page 14 of 20 <br />Audience Participation: The following individual came forward to address Resolution 15 -2778 and related <br />Budget Amendment #15 -055: <br />1. Mr. John Casselberry, 700 South Lost Lake Lane, inquired whether Seminole County had <br />actually fronted all the money or whether some of the funds used for the project were from <br />sales tax revenues. <br />No one else came forward. <br />Budget Impact: Approval of Budget Amendment #15 -055 will increase the Infrastructure Sales Surtax Fund <br />Other Non - Operating Source account #114 - 0000 - 389.90 -00 and the Debt Service —Principal account #114- <br />0190- 517.71 -00 in the amount of $1,511,245. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 15- <br />2778 and related Budget Amendment #15 -055. <br />MOTION: Commissioner Meadows moved to approve Resolution 15 -2778 and related <br />Budget Amendment . #15 -055, as presented. Motion was seconded by <br />Commissioner Hufford. Motion carried unanimously by voice vote 5 -0. <br />12. OTHER ITEMS <br />A. City Labor Attorney Rate Adjustment <br />Staff Presentation: Human Resources & Risk Manager Andy Brooks explained that the City of Casselberry <br />utilized the law firm of Fisher & Phillips to provide labor employment law services and that Jeff Mandel, the <br />firm's regional managing partner had provided services to the City for over fifteen years. He added that Mr. <br />Mandel was recognized as one of the best in the field of labor law, and that the firm of Fisher & Phillips was <br />one of the most fi•equently used firms in this area for this type of law. He advised that, if approved, the <br />adjusted rate would be effective October 1, 2015. In response to a question from Mr. Newlon, Mr. Brooks <br />confirmed that the last rate increase the City had approved for Fisher and Phillips was in 2012. <br />Audience Participation: No one came forward to address this item. <br />Budget Impact: Funds will be budgeted accordingly in City Labor Attorney services account #001 -0140- <br />514.31-02 for FY 2016 and future years. <br />Recommendation: The City Manager recommended approval of the City Labor Attorney rate adjustment as <br />proposed. <br />MOTION: Commissioner Hufford moved to approve the City Labor Attorney rate <br />adjustment from $250 per hour to $265 per hour, as presented. Motion was <br />seconded by Commissioner Aramendia. Motion carried unanimously by -voice <br />vote 5 -0. <br />
