CASSELBERRY CITY COMMISSION <br />Minutes of September 14,2015 — Regular Meeting <br />Page 6 of 14 <br />H. Allocation of FY 15/16 Edward Byrne Memorial Justice Assistance Grant Funds <br />Introduction: Approval for the allocation of Edward Byrne Memorial Justice Assistance Grant funds in the <br />amount of $112,682 among Seminole County law enforcement agencies is requested. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Police Chief recommended approval of the allocation of grant <br />funds in the amount of $112,682 among participating Seminole County law enforcement agencies. <br />Audience Participation: No one came forward to address the Consent Agenda. <br />MOTION: Commissioner Aramendia moved to approve the Consent Agenda, as presented. <br />Motion was seconded by Vice Mayor Solomon. Motion carried unanimously by <br />voice vote 5 -0. <br />8. DISCUSSION ITEMS <br />A. Future Agenda Items <br />Commissioner Hufford expressed some concerns and suggested that there should be some additional <br />discussion regarding the residential component of the Lake Concord Park (City Center) project, to ensure <br />everyone was on the same page. Mr. Newlon stated that a workshop could possibly be scheduled on <br />Wednesday, September 16, 2015 to address any concerns the Commissioners or public had about the proposed <br />plans for the project which had been before the Planning & Zoning Commission and would be coming back to <br />the Commission for approval. City Attorney Reischmann advised that there were obstacles to setting up a <br />workshop for this purpose, as it was a quasi-judicial matter in which the Commission would approve or <br />disapprove the recommendation of the P & Z, and it had been stated on the record at the P & Z meeting that the <br />issue would go before the Commission on September 28, 2015. She added that there were certain <br />requirements for public notice and provision for input from citizens that may not be able to be met with that <br />schedule. She advised that the issue could be handled this way, but each Commissioner would have to disclose <br />on the record at the September 28, 2015 Commission meeting that he or she had previously seen a version of <br />the plan, but any decision made at the meeting on September 28, 2015 would be based only on evidence <br />presented at that meeting. <br />Discussion: Discussion ensued regarding the logistics of holding a workshop to discuss the elevations only, <br />not the plans; giving proper legal notice; and still being able to keep the plan approval scheduled for the regular <br />Commission meeting on September 28, 2015. It was agreed by consensus to try and schedule a workshop for <br />Wednesday, September 16, 2015, at 1:00 p.m. giving the required 24 -hour notice, for the purposes of having a <br />presentation by Integra Land Company, and discussing the elevations and facades of the residential component <br />of the Lake Concord Park (City Center) project. <br />
