CASSELBERRY CITY COMMISSION <br />Minutes of October 26, 2015 — Regular Meeting <br />Page 13 of 16 <br />Discussion: A lengthy discussion ensued regarding parking space locations and numbers; possibility of a skate <br />dot component and liability; landscaping; various design elements; future monument sign; pedestrian safety <br />issues and improvements; funding; future projects, stormwater features; lighting and the need to obtain <br />community response to the project, including the skate dot feature. At the request of the Commission, Dr. <br />Brock advised he would make the Homeowners' Associations aware ofthe Neighborhood Improvement Grant <br />Program which they could possibly utilize to make improvements to their community entrances. <br />CONSENSUS The Commission agreed by consensus to the following design components: <br />reduce parking spaces to a total of nine (six and three); relocate parking spaces <br />to the east side of the road; add benches along the sidewalks; meandering <br />sidewalks; inclusion of a skate dot component with artistic elements in the <br />design for the project. <br />CONSENSUS The Commission agreed by consensus to direct Dr. Brock to include the skate <br />dot design and the improvements to the medians and rights of way on <br />Greencastle Boulevard in the scope of services for the design work to be done by <br />Geosyntec Consultants, Inc. and to bring the amendments to the contract back <br />to the Commission for approval at a future meeting. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />Mr. Larry Littrell, 124 North Lost Lake Lane, expressed concerns about the meeting time of <br />4:00 p.m. for City Commission meetings, stating he felt it presented a hardship on working <br />citizens to make the meetings and have input into the decisions being made. He suggested <br />that more people would be able to participate and attend the meetings if the meeting were <br />moved to a later time such as the previous 7:00 p.m. time. <br />John Casselberry, 700 South Lost Lake Lane, also expressed concerns about the 4:00 meeting <br />time, but suggested that the Commission get input from the public as to their preferences. He <br />also voiced concerns about overgrown vegetation in the area of Sunnytown Park which he <br />considered to be a safety issue for the children, and the recent removal of a large oak tree in <br />Lake Concord Park. <br />No one else came forward. <br />• Reported that the property at 161 Quail Pond Circle which the Commission had expressed an interest <br />in purchasing had been pulled from auction, but was now listed with a broker. He stated he and staff <br />had contacted the broker and they were trying to work on negotiations which could be brought back to <br />the Commission for consideration to purchase the property. <br />
