CASSELBERRY CITY COMMISSION <br />Minutes of October 26, 2015 — Regular Meeting <br />Page 12 of 16 <br />He explained that these current recommendations of staff were basically to make the road more right -sized and <br />increase the green space. He added that what had initially prompted the project was the identification of joint <br />failure in a large stormwater trunk line and an existing water main that needed to be replaced. He stated it was <br />also noted that Casselton Drive and Greencastle Boulevard had not been resurfaced in some time and there was <br />a need for roadway rehabilitation, but staff wanted to look at whether there was also an opportunity to do some <br />complete street improvements and increase some green space and pedestrian connectivity. He added that the <br />recommendation was more to try to maximize the green space on the west side of the road because there were <br />fewer power lines than the east side. He noted that this would be a shared funding between the stormwater <br />utility, the water and sewer utility and potentially the sales tax to cover the complete street elements and the <br />road rehabilitation. <br />Discussion: Discussion ensued during the course of Dr. Brock's presentation regarding the various elements <br />of the proposed improvements, including sidewalks; addition of trees and other plantings; road width; parking <br />spaces; and the possible inclusion of a skate dot element to the green space area. Dr. Brock explained that this <br />was a concept that included a skateboarding element along the sidewalk area within a park or green space area. <br />There was some additional brief discussion about the liability associated with skate parks and skate dots, and <br />neighborhood input regarding including such a feature in the improvements. <br />Budget Impact: There is no impact to the City Budget at this time. (There may be future budget impacts <br />due to changes in design scope and /or construction services.) <br />Recommendation: Staff is seeking discussion and consensus from the City Commission on this item. <br />Specific design recommendations will be discussed during the presentation. <br />Audience Participation: The following individuals came forward to address this item: <br />Commissioner Aramendia left the Commission Chambers at S: 25 p. m. <br />1. Mr. John Casselberry, 700 South Lost Lake Lane, expressed some concerns regarding <br />buffering between the commercial and residential areas along the project area and proposed <br />adding a median in the center of the road and planting hedges. <br />Commissioner Aramendia returned to the Commission Chambers at 5 :27p.m. <br />Mr. Larry Littrell, 124 North Lost Lake Lane, stated he appreciated the discussion relating to <br />the skate dot as a potential way to enhance the park space as well as improve pedestrian <br />safety. He agreed that getting a consensus about it from the surrounding neighborhoods was a <br />fantastic idea provided the meeting was broadcast publicly throughout the City to allow for <br />citywide citizen input. <br />No one else came forward. <br />Ms. Reischmann clarified that legislation passed in 2015 regarding liability relating to skate parks did limit <br />liability for anyone who voluntarily participates to the extent that they are injured because of risks inherent in <br />skateboarding and the City would be immune from suit on that basis; however, the City would still be liable for <br />creating a dangerous condition or anything that could be considered gross negligence. At the request of the <br />Commission, she advised she would research possible exemptions. <br />
