CASSELBERRY CITY COMMISSION <br />Minutes of November 9, 2015 — Regular Meeting <br />Page 9 of 19 <br />Recommendation: The City Manager recommended approval of the variance request. <br />Audience Participation: No one came forward to address the Consent Agenda. <br />MOTION: Vice Mayor Solomon moved to approve the Consent Agenda, as amended to <br />remove Item 7.11. Motion was seconded by Commissioner Aramendia. Motion <br />carried unanimously by voice vote 5 -0. <br />8. DISCUSSION ITEMS <br />A. Future Agenda Items <br />No items were presented for consideration. <br />B. Municipal Advisory Committee (MetroplanLport <br />Mayor Glancy had nothing significant to any of the City's projects from the meeting held on Thursday, <br />October 29, 2015. However, she did share information from a meeting she attended earlier in the day, <br />November 9, 2015 at the MetroPlan offices in Orlando. She advised that the meeting had been called by <br />Congressman John Mica and was for the purpose of talking about Intelligent Transportation Systems (ITS). <br />She gave an overview of how ITS works, explaining that there would be a centralized operations center which <br />would electronically receive reports from all the traffic devices at intersections, etc. in a certain area, and would <br />enable the signals to be adjusted to accommodate fluctuations in traffic patterns at various times based on the <br />intelligence received. She advised that there is such a system in New York City which has been instrumental <br />in significantly improving the traffic flow through the City. <br />Mayor Glancy explained that Congressman Mica was seeking to get approval from Congress to bring this <br />technology to Central Florida as a solution to traffic concerns along the major thoroughfares, and he was <br />looking for support from the governmental bodies along those corridors in Central Florida. She advised that <br />funding options included federal grants and possibly assistance from Florida Department of Transportation, <br />and Congressman Mica was not currently looking for any funding from the local governments. However, he <br />was looking for support by way of resolution from each of the governmental entities pledging willingness to <br />support this and participate in the implementation of this technology. <br />Discussion: Discussion ensued regarding the cost of implementation and maintenance of the ITS; possible <br />locations for the operations center; and interlocal agreement and funding options. It was suggested that the <br />City's planned public safety building on Wilshire Boulevard may possibly be a good centralized location for <br />the operations center. <br />CONSENSUS: The Commission agreed by consensus to support the concept of Intelligent <br />Transportation Systems (ITS) along the City's major thoroughfares, U.S. <br />Highway 17 -92 and State Road 436, and to direct the City Manager to contact <br />
