CASSELBERRY CITY COMMISSION <br />Minutes of November 9, 2015 — Regular Meeting <br />Page 15 of 19 <br />B. Ordinance 15 -1433 — Amending Section 86 -31, Private Sewage Disposal Systems to <br />Allow for a Payment Plan for Sewer Connection Costs in Excess of $5,000 <br />The City Clerk read Ordinance 15 -1433 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING SECTION 86 -31, <br />PRIVATE SEWAGE DISPOSAL SYSTEMS, TO ALLOW PROPERTY OWNERS THE OPTION TO <br />PAY OVER FIVE YEARS FOR CONNECTION TO THE CITY SEWER SYSTEM IN CERTAIN <br />CIRCUMSTANCES; PROVIDING FOR A LIEN AND FOR ENFORCEMENT; PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newton gave a brief overview of Ordinance 15 -1433, explaining <br />that the City was very fortunate to have a massive sewer infi•astructure which provided sewer benefits to most <br />of the City and to some utility customers outside the City limits. He added that there were still some pockets <br />where customers were on a septic system, but had the availability of sewer connection. He further added that <br />there were major costs involved in connecting to the City's sewer system, especially for commercial customers, <br />and if approved, Ordinance 15 -1433 would provide those customers connecting to the system for the first time <br />whose costs exceeded $5,000.00 the ability to finance those costs for a period of five years, which was longer <br />than what was currently allowed by the City's Code. He advised that in exchange for this benefit, the customer <br />would be required to sign a promissory note in favor of the City, and a lien would be recorded against the <br />customer's property until payment in full was received. <br />Budget Impact: There is no impact to the City budget. <br />Recommendation: The City Manager and the Public Works Director recommended approval of Ordinance <br />15 -1433 on first reading. <br />Audience Participation: No one came forward to address Ordinance 15 -1433. <br />MOTION: Commissioner Aramendia moved to approve Ordinance 15 -1433 on first <br />reading, as presented. Motion was seconded by Vice Mayor Solomon. Motion <br />carried unanimously by voice vote 5 -0. <br />11. PUBLIC HEARINGS <br />A. Second Reading of Ordinance 15 -1430 — Amending the City Code of Ordinances, <br />Chapter 18, Animals, to add Section 18 -2, Retail sales of dogs and cats (LPA 15 -07) <br />The City Clerk read Ordinance 154430 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 18 OF <br />THE CODE OF ORDINANCES BY CREATING A NEW SECTION 18 -2, ENTITLED "RETAIL <br />SALE OF DOGS AND CATS;" PROVIDING FOR CONFLICTS; PROVIDING FOR <br />CODIFICATION; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE <br />
