Ordinance 15 -1432 — Voluntary Annexation of 2751 Howell Branch Road, Winter Park, Florida —PIN 27 -21 -30 -501- 0000 -0020 The City Clerk read Ordinance 15 -1432 by title as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO VOLUNTARY ANNEXATION; MAKING FINDINGS; ANNEXING TO AND INCLUDING WITHIN THE CORPORATE LIMITS OF THE CITY OF CASSELBERRY, FLORIDA, CERTAIN LANDS LOCATED IN SECTION 27, TOWNSHIP 21, RANGE 30, REDEFINING THE CORPORATE LIMITS OF THE CITY OF CASSELBERRY, FLORIDA; PROVIDING FOR THE INTERIM PROVISION OF LAND DEVELOPMENT REGULATIONS; PROVIDING THAT EFFECTIVE IN ACCORDANCE WITH LAW, THE LANDS TO BE ANNEXED SHALL BE ASSESSED FOR PAYMENT OF MUNICIPAL AD VALOREM TAXES; DIRECTING THE CITY CLERK TO FILE CERTIFIED COPIES OF THE ORDINANCE WITH THE CLERK OF COURT AND THE SECRETARY OF STATE OF THE STATE OF FLORIDA; AND PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." Staff Presentation: Development Services Manager Randy Woodruff gave a brief overview of Ordinance 15- 1432, explaining that in accordance with Florida Statutes Chapter 171, the applicant, Mr. Jason Rodriguez, was requesting voluntary annexation of approximately two acres located on the north side of Howell Branch Road just east of Lake Ann Drive. He added that this would be utilized for stormwater purposes for the proposed Allegro Senior Living facility. Budget Impact: There is no impact to the City budget. Recommendation: The City Manager and the Community Development Director recommended approval of Ordinance 15 -1432 on first reading. Audience Participation: No one came forward to address Ordinance 15 -1432. MOTION: Commissioner Aramendia moved to approve Ordinance 15 -1432 on first reading, as presented. Motion was seconded by Commissioner Hufford. Motion carried unanimously by voice vote 5 -0. Discussion: Commissioner Hufford commented that with the improvements in the area surrounding the Allegro Senior Living project it may be a good time for the City to reach out to other property owners in the same area to see if they might wish to also annex into the City in order to receive the benefits of the street lighting and other improvements and amenities offered by the City.
