CASSELBERRY CITY COMMISSION Minutes of February 8, 2016 — Regular Meeting Page 10 of 12 ordinance was in compliance with the City's Comprehensive Plan, proper notice was advertised in the Orlando Sentinel, and surrounding property owners were properly notified ofthe proposed change. He stated that City Manager and the Community Development Director were recommending adoption of Ordinance 16 -1437, and he was available for any questions the Commission might have. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended adoption of Ordinance 16 -1437 on second reading. Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 16 -1437. The following individual came forward to address Ordinance 16 -1437: 1. Mr. Larry Littrell, 124 North Lost Lake Lane, stated he had been watching this item with interest and felt this would be a nice product to be added as part of the development happening in the City. However, he expressed some concerns regarding ingress and egress for the project and stated he hoped a traffic study was being done to address the impact on traffic in the Oxford Road and State Road 436 area. In response to questions from Mayor Glancy, Development Services Manager Randy Woodruff advised that the traffic impact issues would be addressed as part of the site plan approval process and the site plan was currently under review by staff. Mayor Glancy closed the public hearing relative to Ordinance 16 -1437. MOTION: Commissioner Solomon moved to adopt Ordinance 16 -1437 on second and final reading, as presented. Motion was seconded by Vice Mayor Hufford. Motion carried unanimously by voice vote 5 -0. B. Second Reading of Ordinance 16 -1438 —Adoption of Capital Improvement Program as Part of the City Comprehensive Plan The City Clerk read Ordinance 16 -1438 by title as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO ADOPT THE FIVE YEAR CAPITAL IMPROVEMENT SCHEDULE 2016 -2020 AS PART OF THE CITY'S COMPREHENSIVE PLAN IN ACCORDANCE WITH MANDATES SET FORTH IN CHAPTER 163, FLORIDA STATUTES; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing for Ordinance 16 -1438 was published in the Orlando Sentinel on Thursday, January 28, 2016. Staff Presentation: Development Services Manager Randy Woodruff advised that this was the second reading of Ordinance 16 -1438 which if passed would adopt the City's 2016 -2020 Five Year Capital Improvements Plan as part of the City's Comprehensive Plan. He added that there had been no changes to Ordinance 16 -1438 since first reading, and staff and the City Manager were recommending adoption of the ordinance.
