2. Reasons for removal of trees, providing photographic evidence. <br />3. A plan showing where the applicant could place trees, to replace the value of the <br />removed caliper inches. <br />4. The appropriate permit fees. <br />E. Permit contents. <br />The tree removal permit, when issued, shall specifically identify which trees shall be <br />permitted to be removed. The removal permits merely authorize the removal of the <br />trees specified therein. Nothing in this Article shall be construed to require the <br />removal of such trees by the permittee unless the existence of the tree is creating <br />health, safety or welfare issues. <br />F. Time for application. <br />Application for a tree removal permit shall be made prior to tree removal. If trees are <br />removed illegally a permit form shall still be required after the fact. The following are <br />circumstances where a tree permit may not be required or may be applied for after <br />tree removal: <br />1. A permit form is not required when involved in a site plan application or <br />subdivision application process; however, the applicant shall be required to <br />provide a list of all trees to be removed and show this on a site plan prior to the <br />beginning of the development process. <br />2. The City may provide verbal authorization to an applicant where a tree poses a <br />safety hazard to people or property. A permit will be required after the fact. <br />G. Exempting portion of the tree survey. Upon request, the Administrative Official may <br />permit an applicant to omit certain portions of the tree inventory where compliance <br />with the requirements set forth herein would be unnecessarily burdensome and the <br />exempted portions are not needed to evaluate the application. <br />H. Permit fee. A nonreturnable permit fee to be established by resolution of the City <br />Commission shall be required. Such a fee is deemed necessary for the purpose of <br />processing the application and making the necessary inspection for administration and <br />enforcement of this Article. <br />I. Permit expiration. The permit shall automatically expire six months after issuance. <br />Site plans approved by the City shall expire according to the dates applied to an <br />approved site plan application. <br />J. Restrictions on tree removal after permit expiration. Trees not removed during the life <br />of the permit may not be removed without the issuance of a new permit or site plan. <br />Section 3 -14.4. Establishment of City Tree Advisory Committee (CTAC). <br />A. Establishment and membership. The City Tree Advisory Committee is hereby <br />established. This committee shall be composed of a minimum of three representatives <br />from City departments and a minimum of one member of the local community. As <br />may be necessary or helpful, the City Manager may appoint other persons interested <br />in the landscaping or forestry within the City to be on the Tree Advisory Committee. <br />B. Members. The City Tree Advisory Committee shall be comprised of the following <br />personnel and designated staff: <br />1. Representative of Parks Division; <br />2.
