C <br />0 <br />b. Pose a safety hazard to vehicular traffic or threaten to cause disruption to <br />public services and public easements; <br />c. Could create damage to lakes, ponds, streams, or rivers, through runoff or <br />erosion. <br />2. Topography of the land and the effect of tree removal on erosion, soil retention <br />and the diversion or increased flow of surface water. <br />3. Necessity to remove trees in order to construct proposed improvements to allow <br />economic enjoyment of the property, including: <br />a. Need for access around the proposed structure for construction equipment <br />(maximum of ten feet). <br />b. Need for access to the building site for construction equipment. <br />c. Essential grade changes. <br />d. Need for locating street or road right -of -way; utilities; drainage ways; as well <br />as the need to provide reasonable use and property access. <br />4. Necessity of tree in a previously permitted stormwater treatment facility <br />through a local, regional, or state agency. <br />Assessing Tree Required for Removal. <br />1. When assessing the tree, attention shall be made of- <br />a. The extent to which tree removal is likely to result in one or more of the <br />criteria in 3 -14.3 (B) Criteria for issuance ofpermits. <br />b. Good forestry practices, i.e., the number of healthy trees that a given parcel of <br />land will support. <br />c. The extent of any damage or hardship which would result to the applicant <br />from a denial of the requested permit. <br />d. The species and size of the tree /s proposed for removal. <br />e. The following factors shall also be considered: <br />i. Trees forming the current canopy; <br />ii. Preservation of the next generation of trees and <br />iii. The trimming of lower branches. <br />Filing application. <br />An application for tree removal shall be filed on official forms provided by the City. <br />Completed applications shall be returned to the Community Development <br />Department, along with the following: <br />1. A tree inventory consisting of a scaled aerial photograph or drawing of a scale of <br />one inch equals 300 feet or greater indicating: <br />a. Property boundaries. <br />b. The location of all individual trees, (other than undesirable trees* and those <br />below 6 inches CALIPER) including: <br />i. The caliper of each tree; and <br />ii. Trees common name. <br />( *Undesirable trees are listed in Florida Exotic Pest Plant Council (FEPPC) <br />Invasive Plant List.) <br />c. An indication of all trees proposed for removal. <br />d. The location of existing and proposed improvements, if any, including <br />structures, paving and utility easements. <br />e.
