Terry, 550 St. Dunstan Way, Winter Park explained that <br />he had owned the property for approximately three months and was hoping to make improvements and re -sell <br />the home so it could be a contributing part of the community; however he did not currently have a contract on <br />the property and could not make any determinations until the issue of whether or not the reduction would be <br />granted was resolved. Mr. Woodruff confirmed that the property was currently in compliance, and the amount <br />which had already been paid, together with the recommended $500.00 reduced lien amount, would cover all <br />expenses the City had incurred regarding the violation. <br />Budget Impact: Revenue has been budgeted in FY 2016 for Code Enforcement lien payments in the <br />General Fund Violations of Local Ordinances/Code Enforcement revenue account #001-0000-354.20-00. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />the Special Magistrate's recommendation of approval. <br />Audience participation: No one came forward. <br />MOTION: Commissioner Aramendia moved to approve the recommendation of the <br />Special Magistrate to reduce the lien in Case number CE -12-01196 from $9,825 <br />to $500, to be paid within 60 days or the lien would revert to the original <br />amount. Motion was seconded by Commissioner Solomon. <br />Discussion: Discussion ensued regarding concerns about the need for consistency when considering requests <br />for reductions of liens; the various circumstances surrounding such requests; the detrimental effects of vacant <br />properties on surrounding property values; and the possible need for some further fiuture discussion about the <br />City's policy regarding lien reductions. <br />Motion carried unanimously by voice vote 5-0. <br />B. Board Appointments <br />Planning; & Zoning Commission <br />MOTION: Commissioner Aramendia moved to reappoint Robert Phillips as a regular <br />member for a first full term, Edmund Bakalla as a regular member for a <br />second full term, Ronald Bryan and Stanley Weinroth as regular members each <br />for a third full term, and Shannon Campbell as an alternate member for a first <br />full term, to the Planning and Zoning Commission, all terms effective to <br />January 31, 2018. Motion was seconded by Vice Mayor Hufford. Motion <br />carried unanimously by voice vote 5-0. <br />Parks & Recreation Advisory Board <br />MOTION: Vice Mayor Hufford moved to reappoint Daphne Keys as a regular member for <br />a third full term and Dia Nordstrom as a regular member for a first full term to <br />the Parks & Recreation Advisory Board, both effective to January 31, 2018. <br />
