CASSELBERRY CITY COMMISSION <br />Minutes of January 25, 2016 — Regular Meeting <br />Page 8 of 16 <br />E. Council of Local Governments in Seminole County (CALN0) Report <br />Vice Mayor Hufford advised she had no report, but that the next meeting would be hosted by the City of <br />Casselberry in the Commission Chambers on Wednesday, February 3, 2016. She added that City Manager <br />Randy Newlon would be presenting an overview of the history and current status of the Lake Concord Park <br />development project. <br />F. Seminole County Redevelopment Planning Agency Report <br />No report. <br />9. RESOLUTIONS <br />No items were presented for consideration on this agenda. <br />10. OTHER ITEMS <br />A. Code Enforcement Lien Reduction Request — 427 Elm Drive (CE -12- 01196) <br />Staff Presentation: Development Services Manager Randy Woodruff gave a brief overview explaining that <br />this item was a request for a lien reduction for property located at 427 Elm Drive. He stated that a code <br />violation had occurred on the property in June of 2012 for overgrowth of the property, the Code Enforcement <br />Board had imposed fines on October 11, 2012, and the property had been found to be in compliance on <br />November 1, 2013. He further stated that on December 10, 2015 the City's Special Magistrate had <br />recommended that the City Commission reduce the lien from $9,825.00 to $500.00. He advised that the <br />applicant had paid the City a total of $1,277.27 to cover the expenses for staff time, recording and preparation <br />of the claims of lien, and that the City Manager and the Community Development Director were <br />recommending approval of the Special Magistrate's recommendation for approval of the reduction of lien. <br />Discussion: A brief discussion ensued regarding the City's protocol for determining whether to recommend a <br />reduction; the current condition of the property; and whether the intent of the applicant was to improve the <br />
