I . Artistic Services. As defined herein "artistic services" does not include <br />advertising or typesetting. <br />2. Academic Program reviews. <br />3. Advertisements, except as regulated by State Statute. <br />4. Auditing Services, except as regulated by State Statute. <br />5. Commodities or Services provided or awarded by other governmental <br />agencies including, but not limited to: federal, states, counties, cities, <br />school boards, community colleges, and state university systems. <br />6. Continuing education events or programs that are offered to the general <br />public and for which fees have been collected that pay all expenses <br />associated with the event or program. <br />7. Dues, memberships, and subscriptions. <br />8. Emergency purchases. <br />9. Specialized Recruiting Services, defined herein as executive search firms <br />used for the recruitment of management, executive, subject matter experts <br />or highly specialized personnel which shall be recruited with the intent of <br />becoming part of the City's full time /permanent staff. This exemption <br />does not include personnel for temporary employment or staff <br />augmentation needed on a temporary basis. <br />10. Family placement services. <br />11. Financial Services. <br />12. Goods and /or Services given to or accepted by the City via Grant, gift or <br />bequest. <br />13. Medical or Health Services, including services mandated through the court <br />system, involving examinations, diagnosis, treatment, prevention, medical <br />consultation, counseling and outside providers administering the program, <br />including but not limited to, substance abuse and mental health Services. <br />14. Insurance, except as regulated by Ordinance, Resolution and /or Florida <br />Statutes as amended. <br />15. Lectures by individuals. <br />16. Legal Services, including attorney, paralegals, expert witnesses, <br />interpreters, translation services, mediators, and court reporters. <br />17. Material from publishers and copyright holders. <br />18. Medicaid Services delivered to an eligible Medicaid recipient unless the <br />agency is directed otherwise by law. <br />19. Prevention Services related to mental health, including drug abuse <br />prevention programs, child abuse prevention programs, and shelters for <br />runaways, operated by not - for -profit corporations. <br />20. Public Notices, except as regulated by Ordinance and /or Florida Statutes <br />as amended. <br />21. Real Property, except as regulated by Ordinance and /or Florida Statutes as <br />amended. <br />22. Services or Commodities exempted by Florida Statutes, as amended. <br />23. Services or Commodities provided by Non - Profit organizations. <br />24. Services or Commodities which are Direct Payments as listed in this <br />Policy. <br />25.
