The Reserve at Legacy Park, replat shall address the outstanding comments from the City Attorney, <br />City Engineer, and City Surveyor. <br />2. The City Surveyor shall execute the signature block prior to recording of the final plat. <br />Mr. Van Meter seconded the motion. The motion passed unanimously by voice vote. <br />Eighth Item of Business: SPR 15 -15: The Reserve at Legacy Park, Offsite. A Major Site Plan review to create <br />a public roadway to a single family development within the Seminola Overlay District. The property is zoned <br />Planned Mixed -Use: Low Intensity (PMX -L). Property is located on Seminola Boulevard and to the south of <br />Legacy Park Drive. <br />Mr. Bob Cantu, Planner Il, reviewed the information provided in staffs memorandum dated November 18, <br />2015, and a PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint Presentation is attached and made a part of the minutes). He said staff requests the Planning and <br />Zoning Commission review the Development of Community Impact application for The Reserve at Legacy Park <br />Offsite (SPR 15 -15) and provide a recommendation to the City Commission. He said this recommendation is based <br />on the site plan dated November 10, 2015, the findings of fact and conclusions of the information provided in the staff <br />report dated November 4, 2015, and subject to the conditions outlined in the staff report. <br />Mr. Cantu explained that the applicant is requesting a waiver to Section 2- 7.26(D)(2)(E)(2)(b) to allow for <br />construction of a five (5) foot wide sidewalk on the south side of Grand Rue Drive and for construction of a six (6) foot <br />sidewalk on the north side of Grand Rue Drive due to site constraints. A brief discussion ensued regarding the site <br />constraints for the sidewalk waiver request. <br />Mr. Henson asked the applicant to come forward. Mr. Eric Warren, 2602 East Livingston, Orlando, Florida <br />came forward. Mr. Warren said they felt the main circulation for the sidewalk was around the lake. He said the five <br />foot sidewalk was requested to provide more space for the street trees in the landscaping strip. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. Ms. Dori Sutter, 234 Morton Lane, Winter Springs, Florida came forward to discuss the lighting waiver. <br />Mr. Henson explained that would be addressed in the next agenda item. <br />
