Ms. Potter questioned if there <br />would be a signal added at the intersection to this development. She said that Seminola Boulevard is very congested <br />and felt a light would be needed in that area. <br />Mr. Henson asked for a motion to address SPR 15 -15. Mr. Bryan made a motion that the Planning and <br />Zoning Commission provide a favorable recommendation to the City Commission for the review of a major site plan <br />application for The Reserve at Legacy Park Offsite (SPR 15 -15). He said the recommendation is based on the site <br />plan dated November 10, 2015, the findings of fact and conclusions of the information provided in the staff report <br />dated November 4, 2015, and subject to the nine conditions including the waiver. Mr. Van Meter seconded the <br />motion. The motion passed unanimously by voice vote. <br />Ninth Item of Business: SPR 15 -14: The Geneva School at Legacy Park. Development of Community Impact <br />Review to create athletic fields for a proposed school within the Seminola Overlay District. The property is <br />zoned Planned Mixed -Use: Low Intensity (PMX -L). Property is located on Seminola Boulevard and to the <br />south of Legacy Park Drive. <br />Ms. Emily Hanna, Planner I, reviewed the information provided in staffs memorandum dated November 18, <br />2015, and a PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint Presentation is attached and made a part of the minutes). She said staff recommends the Planning and <br />Zoning Commission review the Development of Community Impact application for The Geneva School at Legacy <br />Park (SPR 15 -14) and provide a recommendation of approval to the City Commission. She said this <br />recommendation is based on the revised site plan dated November 10, 2015, the findings of fact and conclusions of <br />the information provided in the staff report dated November 18, 2015, and subject to the conditions outlined in the <br />staff report. <br />Ms. Hanna reviewed the following waivers: <br />1. Waiver request for Section 2- 7.26(C)(4)(f)(3)(ii) Buildings greater than 30 feet in height: minimum 100 <br />foot buffer width. Canopy trees shall be provided 30 feet on- center with understory trees planted at the <br />rate of nine (9) trees per 100 linear feet. The developer is requesting that the minimum buffer width be <br />reduced to 50 feet adjacent to Seminola Boulevard while using buildings with a maximum of 3- stories <br />and which are greater than 30 feet in height. Staff supports the requested variation in landscape buffer <br />width per future building structures fronting Seminola Blvd. <br />2. Waive request for Section 2- 7.26(C)(4)(fl(3)(iv) Regardless of the building height, a minimum 75% <br />opaque buffer is required at the time of installation if adjacent to properties outside SB -2.
