Planning & Zoning Commission/ <br />Local Planning Agency <br />November 18, 2015 <br />Page 6 <br />After a brief discussion regarding the buffering and drainage, Mr. Henson asked for a motion to address <br />SPR 15 -13. Mr. Bryan made a motion that the Planning and Zoning Commission provide a recommendation of <br />approval to the City Commission for the Development of Community Impact application for The Reserve at Legacy <br />Park subdivision (SPR 15 -13). The recommendation is based on the revised site plan dated October 12, 2015, the <br />findings of fact and conclusions of the information provided in the staff report dated November 18, 2015, and subject <br />to the five waivers listed in the addendum and the eight conditions of approval outlined in the staff report including <br />Exhibits A — E. Ms. Campbell seconded the motion. The motion passed unanimously by voice vote. <br />A brief recess was taken at 7:18 p.m, due to technical issues and the meeting reconvened at 7:33 p.m. <br />Seventh Item of Business: SP 15 -06: The Reserve at Legacy Park Plat. Plat submittal to create a single family <br />development within the Seminola Overlay District. The property is zoned Planned Mixed -Use: Low Intensity <br />(PMX -L). Property is located on Seminola Boulevard and to the south of Legacy Park Drive. <br />Mr. Bob Cantu, Planner II, reviewed the information provided in staffs memorandum dated November 18, <br />2015, and a PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint Presentation is attached and made a part of the minutes). Mr. Cantu said staff requests the Planning <br />and Zoning Commission review the "The Reserve at Legacy Park, A Replat" (SP 15 -06) and provide a <br />recommendation of approval to the City Commission. He said this recommendation is based upon the plat dated <br />September 18, 2015, the findings of fact and conclusions of the staff report dated November 18, 2015, and the <br />following conditions: <br />1. The Reserve at Legacy Park, replat shall address the outstanding comments from the City Attorney, <br />City Engineer, and City Surveyor. <br />2. The City Surveyor shall execute the signature block prior to recording of the final plat. <br />Mr. Henson asked the applicant to come forward. There were no questions for the applicant. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address SP 15 -06. Ms. Campbell made a motion that the Planning and <br />Zoning Commission provide a recommendation of approval to the City Commission for approval of SP 15 -06 based <br />
