Mr. Eric Warren, 2602 East Livingston, Orlando, Florida <br />came forward. Mr. Warren said they are in agreement with staffs presentation and are available to answer any <br />questions. <br />In response to the Commission's question regarding emergency access to the site due to one entrance and <br />exit to the property, Mr. Warren explained that the Fire Department reviewed the proposed project at a Development <br />Review Committee meeting and there were no concerns discussed at that meeting. <br />A brief discussion ensued regarding the stormwater and drainage for the proposed project. In response to <br />the Commission's question, Mr. Doug Hoffman, Pulte Homes, 4901 Vineland Road, Orlando, Florida stated that the <br />perimeter fence will be located in an easement that is dedicated to the Homeowners' Association and the <br />maintenance of the fence will be their responsibility. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. Ms. Dori Sutter, 234 Morton Lane, Winter Springs, Florida came forward. Ms. Sutter questioned the <br />responsibility for the maintenance of the fence. She said that Legacy Park Homeowner's are responsible to maintain <br />the portion of the fence on their property. Ms. Sutter said she was under the impression that there would be a 50 <br />foot buffer that would be in a non - buildable area. She said now it includes the setback and the 15 foot landscape <br />buffer. She said most of the lots along the back boundary of the ranchlands will have 3 - 4 houses backing up to their <br />property. She said it will be a wall of houses adjacent to the ranchlands. She said that is closer than what they had <br />anticipated. Ms. Sutter suggested eliminating one of the houses and spreading the houses out so that there is 16 <br />feet between houses instead of the proposed10 feet. <br />She said lot 17 & 18 backs up to the lake behind her house in Winter Springs. The survey point is within 18 <br />inches of the waterline of the lake in Winter Springs and it is showing a fence line in that area. She has been told <br />that a permit has been issued to fill the wetlands and overflow ditch that is adjacent to the lake which is on the <br />property. She said there is a 25 foot buffer on the north property but not getting the same on the lake side in Winter <br />Springs. <br />
