Planning & Zoning Commission/ <br />Local Planning Agency <br />September 9, 2015 <br />Page 8 <br />Edmund Bakalla No <br />Nathan Van Meter No <br />The motion passed with a majority vote. <br />The Commission took a short recess and reconvened to hear SPR 15 -05. <br />Seventh Item of Business: SPR 15 -09: South Village Public Amenities. Development of Community Impact <br />site plan review for the South Village Public Amenities to create a park area within the Lake Concord Overlay <br />District. The property is zoned Planned Mixed Use Medium Rise (PMX -MID). <br />Mr. Randy Woodruff, Development Services Manager, reviewed the information provided in his <br />memorandum dated September 9, 2015, and a PowerPoint presentation to the City of Casselberry Planning and <br />Zoning Commission (a copy of the PowerPoint presentation is attached and made a part of the minutes). <br />Mr. Woodruff explained that the applicant has not provided an overall park plan. He said staff anticipates <br />receiving that information prior to the City Commission meeting. Mr. Woodruff said this item was reviewed at the <br />September 3, 2015 Development Review Committee meeting. He said the Development Review Committee made a <br />recommendation of approval to the Planning and Zoning Commission subject to the conditions that were noted within <br />the September 3, 2015 Development Review Committee Response Letter. <br />A brief discussion ensued regarding the park plan including two lakes with fountains, grassy area, sidewalks <br />and bike racks. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry <br />said he doesn't understand a public /private partnership with regards to a couple of ponds. Mr. Casselberry was <br />concerned about liability and maintenance issues for the park. <br />Mr. Pawlikowski, Construction and Permitting Manager, stated that the ponds would be on city owned <br />property and it would be owned and maintained by the City. <br />Mr. Henson asked for a motion to address SPR 15 -09. Mr. Phillips made a motion that the Planning and <br />Zoning Commission provide a favorable recommendation to the City Commission for the application for the Lake <br />Concord Park Amenities component of the mixed use center at Lake Concord Park Public Amenities (SPR 15 -09) <br />based on the site plan dated August 10, 2015, the findings of fact and conclusions of the information provided in the <br />
