Planning & Zoning Commission( <br />Local Planning Agency <br />May 13, 2015 <br />Page 6 <br />Mr. Robert Sparrow, 369 Capron Ash Loop, Casselberry, Florida came forward. Mr. Sparrow questioned the next <br />step in the process for this project. Mr. Woodruff said that this item will go before the City Commission for two (2) public <br />hearings for the entitlement purposes that have been presented at tonight's meeting. He said in regards to a detailed <br />development plan or anything of a conceptual up to a subdivision is predicated on submission of a development proposal from <br />the applicant. He said at this point the City has not received any formal application. Mr. Woodruff said the courtesy notices <br />that were mailed out have his contact information and he suggested the residents contact him regarding any updates on the <br />project. <br />Mr. Henson said that this is a very preliminary step to change it from recreational fields to residential. He said the <br />developer will then submit a plan to the City and that plan will need to meet all the City's requirements. <br />In response to the Commission's question, Mr. Woodruff explained that tonight's meeting is to address the <br />entitlement purposes as to the uses for the property. He said future development plans will require review by the Planning <br />and Zoning Commission. Mr. Woodruff explained that a planned development master plan is a "bubble" plan. He said it is not <br />a detailed site plan or subdivision plan. He said the "bubble" plan provides designation for particular uses within that planned <br />development. <br />In response to the Commission's question, Mr. Woodruff said that this item will be reviewed by the City Commission <br />at two (2) public hearings. He said once a particular subdivision plan is submitted to staff it becomes public record. He said <br />his contact information is provided on the courtesy notice and urged residents to contact him with any questions. Mr. <br />Woodruff said the subdivision plans will require review by the Planning and Zoning Commission and the site will be required to <br />meet all Code requirements. <br />A brief discussion ensued regarding the courtesy notice that was sent to the surrounding property owners and that <br />the residents will have many opportunities to have their questions and concerns addressed during the next phase of this <br />development. <br />Mr. Mark Meyer, CNL Center II at City Commons, 420 S. Orange Avenue, Orlando, Florida came forward. Mr. <br />Meyers said CNL represent the ownership of the 71 acres. He said there is a defined description of the use in the PUD Land <br />Use Table shown on Exhibit B that was included in the staff report and it was also presented in tonight's PowerPoint <br />presentation. A lengthy discussion ensued regarding the access to Tract 1, compliance with the Planned Development <br />
