Planning & Zoning Commission/ <br />Local Planning Agency <br />May 13, 2015 <br />Page 3 <br />Ms. Marie Regan, Planner, reviewed the information provided in her memorandum dated May 13, 2015, and a Power <br />Point presentation to the City of Casselberry Planning and Zoning Commission (a copy of the PowerPoint is attached and <br />made a part of the minutes). Ms. Regan said if the Planning and Zoning Commission chooses to recommend approval to the <br />City Commission for SP 15 -01 for the Kathryn Park Minor Division the approval would be based upon the plat dated March 18, <br />2015, the findings of fact and conclusions of the staff report dated May 13, 2015, and the four (4) conditions listed in the staff <br />report. <br />A brief discussion ensued regarding the setbacks for the three (3) parcels and if the City received any compensation <br />for the property. Mr. Henson asked the applicant to come forward. Mr. Doug Norroco, 4509 Stone Hedge Drive, Orlando, <br />Florida came forward. Mr. Norroco said he was representing the applicant. In response to the Commission's question, Mr. <br />Norroco said that three (3) single - family homes would be constructed on the three (3) lots. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry expressed a <br />concern regarding lake access. <br />Mr. Henson asked for a motion to address SP 15 -01. Mr. Bryan made a motion that the Planning and Zoning <br />Commission recommend approval to the City Commission for SP 15 -01 for the Kathryn Park Minor Division, based upon the <br />plat dated March 18, 2015, the findings of fact and conclusions of the staff report dated May 13, 2015, and the four (4) <br />conditions including Exhibits A, B & C. Mr. Wise seconded the motion. The motion passed with a majority vote with Mr. <br />Bakalla casting the dissenting vote. <br />Seventh Item of Business: MISC 15 -04: Moratorium on Approvals for Low -THC Cannabis Dispensing Organization <br />Facilities Within the City of Casselberry. Request for adoption of a 180 day moratorium on the issuance of business <br />tax licenses, permits, development orders or any other official action related to Low -THC Cannabis Organizations <br />Facilities within the City limits of Casselberry. <br />Mr. Henson asked if the Commissioners had any Ex Parte Communications to disclose for MISC 15 -04. Mr. Bakalla <br />said that he had discussed this item with a coworker. <br />Mr. Randy Woodruff, Development Services Manager, reviewed the information provided in his memorandum dated <br />May 13, 2015, and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint is attached and made a part of the minutes).
