Planning & Zoning Commission/ <br />Local Planning Agency <br />March 25, 2015 <br />Page 3 <br />A lengthy discussion ensued regarding the difficulty in working with developed sites, market driven development, <br />destination services and the limited attendance at the Stakeholders' Meeting. The Commission also discussed the impact to <br />the Dunkin Donuts site due to the change in access from the flyover project. Mr. Henson said the City has limited options for <br />this area; however, changes to the signage requirements may be necessary to assist the businesses. A discussion ensued <br />regarding connecting Kewannee Trail to the Wirz Trial to provide a pedestrian connection. <br />A brief discussion ensued regarding the elimination of the cross access from the Pine Bay Plaza to the old Kane's <br />Furniture site. He said Pine Bay Plaza lost access to a traffic light and the access is now right in /right out. The lack of <br />commercial access on Kewannee Trail and the traffic circulation in the Sausalito development to eliminate cut through traffic <br />was discussed. <br />Mr. West said that the next step is to take the outstanding issues in the area and to develop possible solutions to <br />those issues. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />A general discussion ensued regarding the access on Kewannee Trail intersection, the limited participation at the <br />Stakeholders' Meeting and signage. <br />The next two items were discussed together. <br />Sixth Item of Business: LPA 15 -04: Amendment to ULDR Section 2.7.26. Amendments to revise definitions and <br />standards related to assisted living facilities within the Seminola Overlay District. <br />Seventh Item of Business: ZB 15 -02: Amendment to Land Use Map, Land Use map (Exhibit A) to change from <br />Commercial to Planned Unit Development (PUD). Properties located at the intersection of Seminola Boulevard and <br />Murphy Road. <br />Ms. Marie Regan, Planner II, reviewed the information provided in her memorandum dated March 25, 2015, and a <br />PowerPoint Presentation, to the City of Casselberry Planning and Zoning Commission (a copy is attached and made a part of <br />the minutes). Ms. Regan explained that a developer approached the City regarding developing an assisted living facility at <br />Murphy and Seminola Boulevard; however, they have since withdrawn their application. <br />Ms. Regan said Staff finds that the amendments required are in line with the requirements of the Comprehensive <br />Plan and Unified Land Development Regulations (ULDR).
