Planning & Zoning Commission/ <br />Local Planning Agency <br />March 25, 2015 <br />Page 4 <br />opportunities for future development and the amendments to the Assisted Living section of the Seminola Boulevard Overlay <br />District Design Guidelines(SB2) regulations (2 -7.26) creating consistency within the ULDR. <br />Ms. Regan stated that a motion would be required for LPA 15 -04 to amend the City of Casselberry Code of <br />Ordinances, Part III, Unified Land Development Regulations as provided in the attached draft ordinance and also for ZB 15- <br />! <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, LPA 15- <br />04 and ZB 15 -02. Mr. Jason Toll, NAI Realvest, 1800 Pembrook Drive, Orlando, Florida came forward. Mr. Toll said he is <br />representing the property owner, Casselberry Investment Properties which is the owner of the parcel that is located on the <br />interior of the curve. He requested clarification on the permitted uses for that area. <br />Mr. Jon Walls, MillerLegg, 631 South Orlando Avenue, Winter Park, Florida came forward. Mr. Walls said he wrote <br />the SB2 ordinance and he agrees with the changes. He explained that the PUD was basically done by Northland Church for <br />the future development of their property and Legacy Park. He said the remainder of the property to the west was owned by <br />Mr. Stanley Kupiszewski and Casselberry Investments Properties owns the property to the south and they were not interested <br />in it. He felt as long as the commercial uses were maintained, the other uses would be more attractive now with the market <br />being such as it is and in the difficulty in marketing those properties for a commercial use. <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry thought the <br />parcel owned by Casselberry Investment Properties had a Low Intensity -Non Residential /Medium Density Residential <br />designation. He said he didn't feel the information being presented tonight is accurate but he is not sure because it has been <br />a long time. Mr. Casselberry said he talked with his sister and they thought there was more interest currently in residential. <br />In response to Mr. Casselberry's question, Mr. Henson said there would be two readings at the City Commission <br />level and commercial is still available in this area. In response to Mr. Casselberry's question regarding Casselberry <br />Investment Properties notification of this change, Ms. Regan stated that the City received a letter of support from them <br />regarding this change. <br />Ms. Patricia Temple, 461 Capron Ash Loop, Casselberry, Florida 32707 came forward to speak against this request. <br />Ms. Temple said she lives adjacent to parcel C. She said that she bought in that area so she would not live next to <br />condominiums and apartments and she is opposed to this request. <br />
