Planning & Zoning Commission/ <br />Local Planning Agency <br />March 25, 2015 <br />Page 2 <br />Mr. Matthew West, Lassiter Transportation Group, Inc., 123 Live Oak Avenue, Daytona Beach, Florida presented a <br />PowerPoint Presentation, to the City of Casselberry Planning and Zoning Commission (a copy is attached and made a part of <br />the minutes). Mr. West explained that the City received a planning technical grant from the Florida Department of Economic <br />Opportunity (FDEO) to determine the effects the Red Bug Lake Road Flyover has had on the area. He said a Stakeholders' <br />meeting was held on February 11, 2015. He said notices were sent to the property and business owners in the study area. <br />He said the Florida Department of Transportation (FDOT), Seminole County Government, the Regional Planning Council and <br />Lynx were also invited. He said the purpose of the meeting was to obtain feedback regarding the interchange and <br />reconfiguration including both positive and negative results and also what could be done to encourage and help property <br />owners and businesses in that area to flourish. <br />Mr. West said the Stakeholders were asked if there were any infrastructure improvements that were overlooked or <br />any recommendations that should be considered for that area. He said one stakeholder stated that the bus stops in the area <br />have no trash receptacles or shelters and trash becomes a problem in that area. Mr. West said that he spoke with Lynx <br />regarding adding trash receptacles and shelters to the bus stops in the study area. <br />Mr. West reviewed a case study that was included in the PowerPoint Presentation to demonstrate what <br />improvements could be made to the Baer Furniture site at State Road 436 and Red Bug Lake Road using the existing codes <br />and zoning to further develop the property. <br />Mr. West requested input from the Planning and Zoning Commission and the public to discuss any issues they have <br />observed in the area. He said that Lassiter Transportation Group will continue discussions with Lynx, Seminole County <br />Government and FDOT to discuss any comments they receive. He said the next step in the process is to take the Existing <br />Conditions Report, Stakeholders Input Report and combine it with an Implementation Plan and present it to the City <br />Commission on May 26, 2015. He said this will summarize the issues in the area and provide possible solutions. He said the <br />Plan will include a scenario for a mixed -use development using a blank slate for the Baer Furniture Shopping Center site using <br />the vision of Casselberry in the Comprehensive Plan. <br />Mr. West said they would like to compile all the input by the third week in April. He said the Stakeholders' Survey is <br />available online. <br />
