Planning & Zoning Commission/
Local Planning Agency
December 10, 2014
Page 4
for the Lake Concord Overlay District, creating Section 2 -7.32, Lake Concord Overlay District Standards in ULDR Article VII,
with attention given to the parking space size to create some flexibility in the Standards to allow for a combination of compact
and full size parking spaces. Mr. Bryan seconded the motion. The motion passed unanimously by voice vote.
ZB 14 -02
Mr. Henson made a motion that the Planning and Zoning Commission provide a favorable recommendation to the
City Commission for ZB 14 -02 to adopt amendments to the Official Zoning Map for Lake Concord Overlay District. Mr. Bryan
seconded the motion. The motion passed unanimously by voice vote.
Eighth Item of Business: BA 14.04 — 231 South Triplet Lake Drive - Roy. Variance request to reduce the required 10
foot side yard setback in the R -12.5 zoning district by 3 feet to allow a garage addition to be 7 feet from the east
property line.
Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated December 10, 2014,
and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the PowerPoint
presentation is attached and made a part of the minutes).
Mr. Sorensen said the variance application meets 4 of the 6 criteria for granting the variance; therefore, City staff
does not support the request. He said if the Planning and Zoning Commission chooses to grant the variance it should include
the five conditions outlined in the staff report.
In response to the Commission's question, the variance would run with the land.
Mr. Hale asked the applicant to come forward. Mr. Anthony Roy, 231 South Triplet Lake Drive, Casselberry, Florida
came forward. Mr. Roy said he came before the Commission about 4 years ago to apply for the same exact setback variance.
He said he is proposing to expand the garage, changing the pitch of the roof and modernizing the house completely.
In response to the Commission's question, Mr. Roy said he agrees with the five conditions of approval listed in the
staff report.
Mr. Hale asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request.
No one came forward.
A brief discussion ensued regarding the applicant meeting the criteria for granting a variance and the City Code
requiring a single - family dwelling unit provide a garage or carport.
