Mr. Bryan seconded the motion. The motion passed unanimously by voice vote. <br />ZB 14 -02 <br />Mr. Henson made a motion that the Planning and Zoning Commission provide a favorable recommendation to the <br />City Commission for ZB 14 -02 to adopt amendments to the Official Zoning Map for Lake Concord Overlay District. Mr. Bryan <br />seconded the motion. The motion passed unanimously by voice vote. <br />Eighth Item of Business: BA 14.04 — 231 South Triplet Lake Drive - Roy. Variance request to reduce the required 10 <br />foot side yard setback in the R -12.5 zoning district by 3 feet to allow a garage addition to be 7 feet from the east <br />property line. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated December 10, 2014, <br />and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the PowerPoint <br />presentation is attached and made a part of the minutes). <br />Mr. Sorensen said the variance application meets 4 of the 6 criteria for granting the variance; therefore, City staff <br />does not support the request. He said if the Planning and Zoning Commission chooses to grant the variance it should include <br />the five conditions outlined in the staff report. <br />In response to the Commission's question, the variance would run with the land. <br />Mr. Hale asked the applicant to come forward. Mr. Anthony Roy, 231 South Triplet Lake Drive, Casselberry, Florida <br />came forward. Mr. Roy said he came before the Commission about 4 years ago to apply for the same exact setback variance. <br />He said he is proposing to expand the garage, changing the pitch of the roof and modernizing the house completely. <br />In response to the Commission's question, Mr. Roy said he agrees with the five conditions of approval listed in the <br />staff report. <br />Mr. Hale asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. <br />No one came forward. <br />A brief discussion ensued regarding the applicant meeting the criteria for granting a variance and the City Code <br />requiring a single - family dwelling unit provide a garage or carport. <br />
