Planning & Zoning Commission/ <br />Local Planning Agency <br />December 10, 2014 <br />Page 3 <br />A brief discussion ensued regarding adding verbiage to allow plants on balconies and the size of satellite dishes for <br />commercial businesses. The Commission expressed a concern with the smaller parking spaces and suggested using a <br />percentage of the parking for full size vehicles. The Commission suggested adding signage for the compact and full size <br />parking areas. <br />Mr. Randall Glidden, ACi, 955 North Pennsylvania Avenue, Winter Park, Florida came forward. Mr. Glidden said they <br />have been balancing a number of items with regard to the project including the parking requirements for the residential and <br />commercial areas. He said potential commercial tenants will have parking requirements they need for their businesses. Mr. <br />Glidden said the residential developer would like to use two spaces per unit to avoid the wetland areas and to maintain the <br />park area. He said they have been working with a ratio of 1.9 spaces per unit. He said many municipalities use 9'x18' parking <br />spaces and also provide compact parking spaces of 8'x16'. Mr. Glidden said that a combination of standard and compact <br />parking spaces could work if the existing number of spaces could be maintained. <br />In response to the Commission's question, Mr. Glidden said that a gated area would be used for the residential <br />parking areas. Mr. Lingenfelter said tonight's meeting is to develop the Lake Concord Overlay District Standards and the <br />Commission would have an opportunity to review the site plan at a later time. <br />Mr. Hale asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry said he did not <br />recommend modifications to the buildings such as the Police Department for the overlay district. He said the diamond shaped <br />islands in the parking areas limits what can be planted because there isn't sufficient room for the root systems. He suggested <br />using an 18'x10' parking space and installing planter islands between the rows. He said the cars could overlap the front two <br />feet and there may be sufficient space to plant smaller plants. Mr. Casselberry said he usually recommends standard size <br />parking spaces. He felt the site looked overly dense to him. He said he is not ready to say it is a good plan. <br />Mr. Casselberry suggested relocating the front parking at the Police Station to the Black's site which would free up <br />that parking. He said there are other options that could be used to increase the parking in the area. <br />LPA 14 -08 <br />Mr. Hale asked for a motion to address LPA 14 -08. Mr. Henson made a motion that the Planning and Zoning <br />Commission provide a favorable recommendation to the City Commission for LPA 14 -08 to adopt standards and regulations <br />
