Planning & Zoning Commission/ <br />Local Planning Agency <br />December 10, 2014 <br />Page 2 <br />Fifth Item of Business: LPA 14.04 — Tree Protection Continued. Amending Article XIV Tree Protection to revise <br />replacement requirements and update standards and related references. <br />Mr. Chad Lingenfelter, Development Services Manager, explained that this item was advertised for the October <br />Planning and Zoning Commission meeting and it was continued to this meeting. He said staff reviewed the ordinance that the <br />Planning and Zoning Commission approved in July 2014, and decided no revisions were necessary. He said that ordinance <br />will be presented to the City Commission in January. Mr. Lingenfelter requested this item be withdrawn from the agenda. <br />Mr. Hale asked for a motion to address LPA 14 -04. Mr. Henson made a motion that the Planning and Zoning <br />Commission withdraw LPA 14 -04 from the agenda. Mr. Bryan seconded the motion. The motion passed unanimously by <br />voice vote. <br />Mr. Bakalla arrived at the meeting at 6:35 p.m. <br />The next two items were discussed together. <br />Sixth Item of Business: LPA 14 -08 — Lake Concord Overlay District Standards Continued. Request to amend the <br />Unified Land Development Regulations to add Section 2 -7.32, Lake Concord Overlay District. <br />Seventh Item of Business: ZB 14 -02 — Lake Concord Overlay District Zoning Map Amendment Continued. Request to <br />amend the Unified Land Development Regulations to add Lake Concord Overlay District to the Official Zoning Map. <br />Ms. Marie Regan, Planner II, reviewed the information provided in her memorandum dated December 10, 2014, and <br />a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the PowerPoint <br />presentation is attached and made a part of the minutes). <br />Ms. Regan said staff requests the Planning and Zoning Commission provide a favorable recommendation to the City <br />Commission for LPA.14 -08 to adopt standards and regulations for the Lake Concord Overlay District (LCOD), creating Section <br />2 -7.32, Lake Concord Overlay District Standards in the Unified Land Development Regulations (ULDR) Article VII and ZB 14- <br />02 to adopt amendments to the Official Zoning Map. <br />A brief discussion ensued regarding urban realm, the landscape screening for fences, the definition of harmony as <br />related to the buildings and land uses, sidewalk size and outdoor eating areas that are dog friendly. Mr. Lingenfelter <br />explained that the State of Florida does not allow any animals in restaurants; however local jurisdictions can adopt an <br />ordinance that is consistent with the "Dixie Cup Act' which allows dogs in outdoor eating areas. He said service animals are <br />allowed throughout buildings. <br />
